Northeast Rail Network Expansion Under Scrutiny

Darjeeling, renowned for its breathtaking landscapes and the UNESCO World Heritage Darjeeling Himalayan Railway (DHR), became the focal point of a Parliamentary Standing Committee (PSC) on Railways delegation visit on April 17th, 2025.

The committee engaged in crucial discussions with top officials from the Northeast Frontier Railway (NFR) and associated organisations, meticulously examining the progress of railway infrastructure development and the potential for sustainable tourism promotion across the North Eastern region. The deliberations underscored the critical role of railways in fostering inclusive growth and national integration, particularly in this strategically important and ecologically sensitive area. A significant part of the committee’s agenda involved an in-depth discussion on the “Expansion of Rail Network in North East and Union Territories,” with a specific emphasis on the Sivok – Rangpo new railway line project. This ambitious undertaking is envisioned as a vital artery connecting the region to Sikkim, holding immense promise for bolstering socio-economic progress and strengthening strategic connectivity. The committee members engaged with the General Manager of NFR and the Chairman & Managing Director of IRCON International Limited, the entity responsible for executing this crucial rail link, to gain a comprehensive understanding of the project’s progress, challenges, and its potential to catalyse sustainable development in the area.
Recognising the rich tourism potential of the Northeast, the PSC on Railways also held a dedicated interaction with the General Manager of NFR and the Chairman & Managing Director of the Indian Railway Catering and Tourism Corporation (IRCTC). The discussions centred on innovative strategies for promoting railway-based tourism in a manner that is both economically viable and environmentally responsible. Emphasis was placed on harnessing the region’s natural and cultural heritage through thoughtfully curated rail experiences that prioritise sustainability and respect for local ecosystems. The focus on “Promotion of Railway – Based Tourism” aligns with the growing global interest in eco-friendly travel options that minimise carbon footprint and maximise positive local impact. A highlight of the committee’s visit was a tour of the Darjeeling Himalayan Railway itself. As a UNESCO World Heritage Site, the DHR represents not only a marvel of engineering but also a significant cultural and historical asset. The committee members assessed the ongoing efforts dedicated to the preservation, modernisation, and promotion of heritage railway tourism associated with this iconic narrow-gauge railway. Discussions likely revolved around balancing the need to upgrade infrastructure for efficiency and safety with the imperative to maintain the railway’s unique heritage character and minimise environmental impact. The integration of modern technologies for sustainable operations while preserving the historical charm of the DHR presents a unique challenge and opportunity.
Throughout their engagements, the Northeast Frontier Railway reiterated its firm commitment to advancing both railway infrastructure and tourism in the North Eastern Region and Union Territories. The railway authorities acknowledged the pivotal role of these interconnected sectors in driving inclusive growth, fostering economic opportunities for local communities, and strengthening national unity. The committee’s visit and the ensuing discussions signal a concerted effort to leverage the railway network not just for transportation but as a catalyst for sustainable economic development and the promotion of the region’s unique cultural and natural heritage, with a keen eye on minimising environmental impact and promoting responsible tourism practices.
