New Delhi hosts HDMC delegation to study sustainable urban planning methods

A delegation from Hubballi-Dharwad Municipal Corporation (HDMC), Karnataka, visited the Municipal Corporation of Delhi (MCD) headquarters on 8 July to examine the city’s urban planning mechanisms, including its Master Plan implementation and building bylaws. The exchange underscores growing inter-municipal cooperation aimed at fostering sustainable, equitable, and climate-resilient city frameworks.

During the visit, MCD officials led detailed sessions on streamlining layout and building plan approvals under the national Ease of Doing Business initiative. These reforms are part of Delhi’s broader agenda to accelerate sustainable urban development while reducing bureaucratic delays that may hinder low-carbon construction and citizen empowerment. “HDMC representatives shared information about their planning efforts in Karnataka and commended MCD for its efforts to streamline processes,” according to MCD sources. The reciprocal sharing reflects a commitment to peer-learning models that strengthen municipal governance across states.

The HDMC delegation—comprising standing committee members and the town planner—was backed by MCD’s Additional Commissioner Jitender Yadav and senior officers from Town Planning and Building Departments. Their discussions highlighted technical cooperation and regulatory alignment designed to support equitable access to housing, infrastructure, and green public spaces across socio-economic groups.

City planners emphasised that leaner approval processes can unlock timely deployment of essential amenities—schools, clinics, parks—while ensuring compliance with environmental safeguards and gender-neutral design principles. This is particularly crucial for cities in Karnataka, like Hubballi-Dharwad, which are experiencing rapid urbanisation following the recent administrative separation of Dharwad from HDMC’s larger jurisdiction.

Delhi’s experience in integrating digital governance and Master Plan adherence offers lessons for mid-sized cities striving for balanced growth. At the same time, HDMC representatives shared insights into local planning challenges, including population pressures, land-use management, and service delivery.

Experts suggest that such municipal exchanges are critical to building an Indian urban governance network that supports zero-carbon priorities. “Cross-city learning fosters innovative, sustainable practices that can be adapted locally—with minimal resource duplication,” said an urban policy specialist.

The session concluded with mutual agreement to sustain technical dialogue, policy sharing, and joint monitoring of pilot projects across Delhi and Karnataka. Such continuous collaboration could enable modular adoption of green building standards, public transport corridors, and inclusive infrastructure design—tailored to distinct city contexts.

Delhi’s hosting of HDMC reinforces a shift from isolated planning to a collaborative, ecosystem-based municipal architecture. It positions Indian cities to collectively meet challenges of climate resilience, rapid urban expansion, and inclusive governance—not as singular challenges, but shared national objectives.
