Nagpur Multimodal Hub Gets Boost As Government Clears Development Plan Changes

Nagpur’s long-stalled Multi-Modal Transport Hub (MMTH) has received a major boost, with the Maharashtra government formally approving changes to the city’s development plan. This critical policy move now clears the decks for the hub’s construction near Nagpur Railway Station, enabling seamless integration of rail, bus, metro, and commercial infrastructure.

The urban development department sanctioned the amendments on July 28 and informed the Nagpur bench of the Bombay High Court of the same, paving the way for the realignment of land use across vital parcels. These plots, earlier classified for institutional or public use, will now support the city’s ambition to build a robust multi-modal transit node at Sitabuldi. Among the reclassified areas are plots belonging to the Maharashtra and Madhya Pradesh state road transport corporations and the land currently occupied by Nehru Model High School. The rezoning, from public and institutional categories to commercial use, brings these into the fold of the MMTH blueprint, as acknowledged during court proceedings.

Officials stated that the updated zoning map will remain accessible at the Nagpur Municipal Corporation’s (NMC) commissioner’s office for a month, allowing public scrutiny. Importantly, the revised blueprint includes dedicated vendor resettlement space within a planned multi-storey parking complex—a direct response to earlier criticism over displacement caused by demolition of the flyover near the railway station. However, construction cannot commence until three mandatory pre-conditions are met: no-objection certificates from the Defence Department, MSRTC, and the Railways; resolution of ongoing litigation over MPSTC land; and a formal acquisition roadmap from MahaMetro within three weeks. The state must also delineate a financing structure for the execution of the hub.

Government officials clarified that while land acquisition challenges remain, the policy reclassification reflects the strategic intent to decongest the core railway zone and build a future-ready transit facility. The approved MMTH zoning category will anchor both transit and commercial functions in the new plan. If executed to plan, Nagpur’s MMTH is expected to enhance last-mile connectivity, reduce carbon emissions from uncoordinated transport modes, and drive economic activity around the transit node. Urban transport experts have described it as a transformative project capable of establishing Nagpur as a model for integrated infrastructure in tier-two cities.

While timelines for construction remain contingent on inter-agency clearances, the state’s administrative push suggests that MMTH is finally on track. The scheme’s success could well determine the credibility of integrated transport solutions as a cornerstone for climate-conscious, inclusive city-making across Maharashtra.
