Mumbai is set for a major transformation along its historic waterfront after the state government formally approved a comprehensive development plan for the Backbay Reclamation area. The clearance enables long-pending reclamation works and civic infrastructure development across key plots, marking a decisive step in reshaping one of the city’s most prominent coastal precincts with mixed-use, transport and governance functions.
The sanctioned plan, which will come into effect after a statutory one-month period, covers multiple reclaimed and unreclaimed land parcels managed by the metropolitan planning authority. Officials said the objective is to consolidate administrative infrastructure, strengthen water-based mobility, and unlock tourism-led economic activity while improving connectivity in South Mumbai’s dense urban core. According to the approval notification, the government accepted the draft Backbay Reclamation Scheme with a set of modifications. Among the notable changes is the widening of Free Press Road to improve vehicular movement in an area that handles both daily office traffic and ceremonial state functions. Land use adjustments have also been made, including converting a previously reserved garden plot into municipal utility space to address service infrastructure needs.
A significant component of the Backbay Reclamation development plan is the proposed extension of the state legislature complex. The plot located between major government and commercial buildings has been earmarked for legislative expansion, with additional space reserved for police and allied public safety facilities. Urban planners say consolidating governance functions in a single district could reduce administrative fragmentation and improve operational efficiency. The plan also places strong emphasis on water-based transport and coastal activation. A new water transport terminal is proposed near the city’s cultural district, designed to support ferry services and ease pressure on road networks. Adjacent to this, a helipad has been planned to enhance emergency response and official mobility in a city constrained by limited land availability.
Tourism infrastructure forms another pillar of the project. A dedicated marina for yachts and small recreational vessels is proposed, aimed at positioning Mumbai as a viable coastal leisure destination. Industry experts note that such facilities, if integrated responsibly, could diversify the city’s tourism economy while creating skilled jobs linked to marine services and hospitality. To improve surface connectivity, a new road link will connect two major arterial corridors, helping redistribute traffic and improve last-mile access to the waterfront. Transport analysts highlight that careful design will be critical to ensure the new road infrastructure complements public transport rather than encouraging additional private vehicle use.
