Mumbai Signs Maritime Law Academic Alliance

The Directorate General of Shipping (DG Shipping) and Gujarat Maritime University (GMU) have entered into a formal academic partnership aimed at deepening institutional collaboration in maritime law, strategic governance, and regulatory innovation.

The Memorandum of Understanding (MoU) was signed on June 6 at the DG Shipping headquarters in Mumbai, marking a milestone in India’s vision to build a globally competitive and legally robust maritime sector.The agreement, signed under the leadership of DG Shipping chief Shyam Jagannathan, IAS, reflects the government’s growing emphasis on integrating academic expertise with policy development. By linking a key maritime regulatory body with one of India’s emerging centres for maritime education, the partnership is designed to strengthen India’s capability in maritime legal research, policy framing, and capacity building.

At the heart of the alliance is the goal to promote joint research in contemporary maritime law, provide legal consultancy on regulatory challenges, and nurture talent that can help shape India’s maritime governance agenda. The collaboration will also enable GMU scholars and students to gain exposure to real-world issues facing India’s shipping sector—from environmental compliance and port regulation to international trade law and dispute resolution.The initiative forms part of a broader vision to establish India as a global maritime hub not just in terms of cargo handling and port efficiency, but also in regulatory excellence and strategic policymaking. As global shipping increasingly pivots towards decarbonisation, automation, and stricter compliance norms, India’s maritime authorities are seeking to proactively engage with academic institutions to ensure legal preparedness and strategic foresight.

DG Shipping, which plays a crucial role in regulating the shipping industry and ensuring adherence to international conventions, expects this MoU to accelerate India’s readiness for global maritime challenges. GMU, on its part, will offer domain-specific research, legal advisory, and policy recommendations to DG Shipping, strengthening the government’s decision-making capacity through evidence-based inputs.The event was attended by senior dignitaries including Shri Sushil Mansing Khopde, IPS, Additional Director General; Ajithkumar Sukumaran, Chief Surveyor; and senior GMU faculty such as Prof. Dr. S. Shanthakumar, Provost, and Dr. Abhay Singh, Director of the School of Maritime Law, Policy and Administration. Their presence highlighted the strategic seriousness with which the partnership is being approached.

The alliance signals a shift in how Indian maritime governance is evolving—moving beyond administrative regulation to a more knowledge-driven model grounded in academic research and legal best practices. It also opens up new possibilities for public sector innovation, wherein universities can actively contribute to real-time problem solving and long-term strategy formulation.As India continues to assert its position in the Indo-Pacific and strengthens port-led economic development through initiatives like Sagarmala, partnerships such as the one between DG Shipping and GMU offer the intellectual infrastructure needed to future-proof policy and uphold international credibility.

While outcomes from the collaboration will unfold over time, the MoU itself sets a strong precedent—one that brings academia and administration into a joint mission to shape the legal contours of India’s maritime future.
