Construction work on the Elphinstone Bridge is set to resume following a temporary halt caused by resident concerns over vibrations affecting nearby heritage structures. The Mumbai Metropolitan Region Development Authority (MMRDA) has introduced stricter safety protocols and round-the-clock monitoring to safeguard both residents and the century-old buildings surrounding the site.

The suspension earlier this month came after approximately 50 residents raised alarms about heavy piling machinery at pier locations P61 and P61A. Seven piles had already been completed when authorities paused work to assess the impact on the surrounding structures. In response, the MMRDA engaged experts from the Veermata Jijabai Technological Institute (VJTI) to evaluate vibration levels and recommend mitigation measures. The assessment suggested reducing the piling rig’s revolutions per minute during rock socketing, minimising noise when clearing mud from the auger, and implementing continuous vibration monitoring throughout the construction period.

An official from the MMRDA explained, “We have directed the contractor to adopt all preventive measures and enhanced monitoring systems. Resident safety and structural integrity are our top priorities as work resumes.” To reinforce these safeguards, structural experts from VJTI will track the health of nearby buildings using accelerometers, tilt sensors, and crack-width gauges. These instruments provide real-time data on vibrations, movements, or any expansion of existing cracks, ensuring immediate detection of potential risks. Residents have been briefed on how the monitoring systems operate and the steps being taken to maintain safety standards.

On November 14, a joint site inspection was conducted involving residents, MMRDA officials, and VJTI experts. The technical team demonstrated testing protocols and reassured the community that strict safeguards were firmly in place. An urban planning analyst noted that involving residents in such inspections not only increases transparency but also strengthens trust in infrastructure projects while promoting inclusive urban governance. The Elphinstone Bridge project, part of Mumbai’s wider metro network expansion, demonstrates the challenges of balancing rapid urban transport development with preservation of existing urban fabric. Continuous technological monitoring, responsive engineering practices, and proactive citizen engagement are being integrated to mitigate risks, aligning with broader city goals for sustainable and equitable urban growth.

As Mumbai advances its infrastructure ambitions, this measured approach exemplifies how modern engineering and community participation can co-exist, safeguarding both public health and heritage while enhancing urban mobility.
