Mumbai Metro IBS Proposal Faces Backlash

Mumbai Metro Rail Corporation Limited (MMRCL) is encountering significant challenges in its initiative to enhance mobile connectivity within its underground corridors.

Telecom giants Reliance Jio, Bharti Airtel, and Vodafone Idea have formally expressed their inability to collaborate on the In-Building Solutions (IBS) project under the current financial terms proposed by ACES India Pvt. Ltd., the selected partner for the project.​ The IBS project aims to provide seamless 4G and 5G connectivity across the 33.5-kilometre underground stretch of Metro Line 3, which includes 27 stations and associated tunnels. Given the subterranean nature of the infrastructure, ensuring robust mobile network coverage is crucial for passenger convenience and safety.​ In a communication dated April 7, the three telecom operators conveyed to MMRCL that the rates proposed by ACES are economically unfeasible. The operators have suggested an interim solution wherein they would install their own equipment to provide connectivity to the IBS network of ACES, at no cost, until a formal agreement is established. They emphasized that any financial commitments would commence only upon the signing of the agreement, highlighting the need for mutually agreeable terms.​
This development raises concerns about the timely implementation of the IBS project, which is integral to enhancing the commuter experience on Mumbai’s Metro Line 3. The successful deployment of the IBS infrastructure is essential not only for passenger satisfaction but also for the financial viability of the metro system, as it contributes to non-fare box revenue. As discussions continue, it remains to be seen how MMRCL and ACES will address the concerns raised by the telecom operators. The resolution of this issue is pivotal to ensuring that Mumbai Metro Line 3 delivers on its promise of providing world-class connectivity to its passengers.
