Mumbai’s efforts to extend the underground Metro 3 into Navy Nagar have reached a pivotal stage, with its Detailed Project Report (DPR) finalised in November 2023 and awaiting state government and board approval. Mumbai Metro Rail Corporation (MMRC) completed the DPR for a five‑kilometre stretch—2.5 km southbound and northbound—from Cuffe Parade to Navy Nagar in November 2023.
Prompted by a formal request from the Navy office and announced during the 2022‑23 budget, the extension aims to serve the densely populated area home to over 100,000 residents, including central government and naval personnel. Though necessary groundwork is in place, formal construction hinges on formal approvals from both the Maharashtra government and the MMRC board. Officials anticipate work will commence in 2025, subsequent to the commercial launch of the existing Metro 3 line stretching from Colaba to SEEPZ via BKC. The first phase, linking Aarey to BKC, opened in October 2024, while the BKC–Cuffe Parade segment began partial operations in May 2025, with full corridor operationalisation expected by August 2025.
This extension is more than a civic initiative—it is a strategic investment in sustainable urban mobility. Once operational, the Aqua Line—Mumbai’s first fully underground metro—will connect six key business districts, 30 offices, 12 schools, 11 hospitals, and 10 transport hubs . It is projected to shift 85 percent of ridership from road to rail, removing up to 450,000 private-vehicle trips daily, possibly reaching 650,000 as full capacity is reached . This shift aligns with carbon‑neutral targets by dramatically cutting emissions and alleviating chronic road congestion. A standout detail in the DPR is the inclusion of stabling and reversal facilities in Navy Nagar—allowing trains to terminate and reverse without burdening environmentally sensitive zones like Aarey . Residents and commuters in Cuffe Parade and Navy Nagar, who currently rely on BEST buses, taxis, or private vehicles, stand to benefit substantially. Financially, the main Metro 3 corridor amounts to roughly Rs 33,000 crore, supported by Japanese funding, with the Navy Nagar extension expected to add approximately Rs 2,500 crore. While final cost breakdowns await full DPR approval, the investment is being hailed as essential for long-term urban sustainability.
Environmental advocates emphasise that this project maps perfectly onto zero‑carbon urban mobility goals: diverting traffic from congested roads, reducing greenhouse emissions, and seamlessly integrating with other forms of public transport. It also upholds gender‑neutral and equitable outcomes—safer, accessible travel for women, differently-abled individuals, elderly residents, and smaller households. Politically, the delay in approval—spanning since November 2023—has drawn scrutiny. Critics urge the state to expedite the nod to align with Metro 3’s full corridor launch by mid‑2025, to avoid bottlenecks and ensure continuity in development. Proponents argue that synchronising the extension with full-line operations is prudent, avoiding operational disruptions and maximising commuter benefit.
As Navy Nagar’s residents await formal clarity, the extension promises not only enhanced connectivity but also a step toward equitable, sustainable urban living.
