Mumbai has set its sights on a bold economic transformation with the Cabinet approving the Vikasit Maharashtra 2047 Vision Document an ambitious roadmap to evolve into a $5 trillion economy by 2047. The plan, aligning with India’s centenary of independence, outlines a long-term growth blueprint driven by sustainability, inclusivity, innovation, and robust governance.
Approved under the chairmanship of the Chief Minister, the plan also establishes a Vision Management Unit (VMU) to coordinate, monitor, and track progress across departments, ensuring the initiative stays aligned with the state’s economic and social development targets. Officials stated that the document reflects Maharashtra’s intent to emerge as a leading contributor to India’s Viksit Bharat 2047 mission.
The vision was formulated following a comprehensive statewide survey conducted by the Directorate General of Information and Public Relations (DGIPR), gathering inputs from citizens, businesses, and community representatives. The outcome reflects collective aspirations for a progressive, equitable, and environmentally resilient Maharashtra. The document outlines a structured development timeline short-term targets until 2029, mid-term objectives up to 2035, and long-term goals culminating in 2047. These phases are designed to ensure consistent monitoring of social, economic, and environmental progress.
A senior official explained that sixteen sectoral working groups contributed to the framework, covering agriculture, industry, urban development, energy, technology, and education. The plan is built on four key pillars progressive growth, sustainability, inclusivity, and good governance supported by more than 100 initiatives, 150 measurable metrics, and 500 milestones. From reducing the rural-urban divide to strengthening Maharashtra’s industrial ecosystem, the document places equal emphasis on human development and climate action. It aims to create climate-resilient farming systems, expand renewable energy capacity, ensure clean water for all, and make urban centres greener and slum-free.
The social inclusion agenda targets better access to healthcare, education, and jobs, with the goal of reducing premature mortality and strengthening social safety nets. The state also aims to position itself as a global hub for education, innovation, and culture projecting Maharashtra’s “soft power” through arts, cinema, sports, and heritage.Governance reforms are central to the blueprint. The VMU will track departmental performance through data-driven analytics, assess socio-economic impacts, and ensure transparent decision-making. Officials highlighted that the financial strategy focuses on diversifying funding sources, increasing revenue efficiency, and reducing operational expenditure to ensure sustainable fiscal management. With its blend of citizen participation, technological advancement, and ecological responsibility, Vikasit Maharashtra 2047 aspires to build a prosperous, equitable, and environmentally responsible future anchoring the state as a key pillar in India’s journey towards becoming a developed nation by 2047.
