Mumbai’s public bus network will operate at reduced capacity until January 15, 2026, as the Brihanmumbai Electric Supply and Transport (BEST) undertakes large-scale mobilisation for upcoming civic elections. Officials confirmed that daily bus services will be curtailed by around 40 per cent to accommodate the deployment of buses for election-related duties, including the transportation of polling personnel, electronic voting machines (EVMs), and other essential materials.

A total of 1,065 buses from BEST’s fleet have been earmarked for this purpose, a move that is expected to extend waiting times at bus stops and lengthen commute durations across the city. Of the total fleet of 2,743 buses, 2,494 are under wet lease arrangements. Additionally, Thane’s municipal bus service will contribute approximately 75 per cent of its operational fleet, with 275 buses deployed on January 14 and 15, 2026 for election work. On these days, only 80–85 buses will be available for regular commuter routes during peak hours. Urban transport experts highlight that this temporary reduction underscores the vulnerability of Mumbai’s public transit network during large civic events. “The city’s reliance on a concentrated bus fleet means even short-term reallocations can significantly impact daily mobility, particularly for lower-income and elderly commuters,” noted a senior urban planning analyst.

The deployment coincides with the widespread use of private and commercial vehicles for electoral logistics. Reports indicate that more than 3,400 auto-rickshaws, taxis, buses, cars, and tempos have been mobilised across Mumbai, amplifying congestion on key arterial roads. For residents, this dual impact of fewer public buses and heightened private vehicle activity could lead to travel delays and overcrowding on the remaining operational services. City transport officials have assured commuters that service adjustments are temporary and aligned with statutory obligations to ensure smooth election operations. Observers say such measures also present opportunities to analyse urban mobility resilience and the need for contingency planning. Integrating flexible service strategies, including temporary shuttle services or staggered deployment, could reduce disruption during civic events, experts suggest.

While BEST’s election deployment is short-term, the episode underlines broader challenges for Mumbai’s urban transport planning, including the need for diversified fleets, increased frequency, and alternative transit options. Ensuring uninterrupted mobility during critical periods is essential for maintaining equitable and sustainable access to the city’s public transport network.
