Mumbai Begins Construction Of First Double Decker Flyover At Prabhadevi For Seamless Connectivity

Mumbai’s first double-decker flyover is set to redefine the city’s traffic flow, with the 112-year-old Elphinstone Bridge making way for a new two-tier corridor at Prabhadevi. The project, led by the Mumbai Metropolitan Region Development Authority (MMRDA), is part of the larger Sewri–Worli Connector network aimed at reducing congestion and improving travel efficiency across South Mumbai.

The ambitious infrastructure intervention is designed to offer direct connectivity between Worli and Navi Mumbai, reducing travel time between the two regions to around 25 minutes. Once complete, the flyover will form a vital link in the “Mumbai in 59 Minutes” vision — a plan that integrates multiple high-speed corridors for faster urban movement. According to officials, the new double-decker structure will be constructed where the century-old Elphinstone Bridge currently stands. Built in 1913, the existing bridge has deteriorated due to corrosion and structural fatigue. Its replacement will provide dual functionality — the lower deck will handle local east–west traffic, while the upper deck will seamlessly merge with the larger Sewri–Worli connector, catering to long-distance vehicles.

Each deck will consist of two vehicular lanes to ensure smooth movement and reduce bottlenecks. The project’s total cost is estimated at ₹167 crore, with the MMRDA executing construction through Maha Rail. Demolition work on the old bridge has already commenced, and completion is targeted for 2027. A senior official from MMRDA said the flyover is more than a traffic solution — it represents a new model for urban connectivity. “This transformational corridor links Navi Mumbai to South Mumbai and the Western suburbs within minutes. It’s part of a broader strategy to create an interconnected mobility grid that reduces travel stress, emissions, and time,” the official noted.

Urban mobility experts say such multi-layered projects can significantly ease traffic pressure if designed with sustainability in mind. They add that improved road integration reduces idling and congestion, indirectly cutting carbon emissions in heavily trafficked zones like Prabhadevi and Dadar. The project is also expected to enhance road safety and reduce surface congestion, particularly during peak commuting hours. Once operational, it will complement Mumbai’s expanding network of sea links, metro lines, and elevated corridors — collectively aimed at building a more connected, efficient, and low-emission urban ecosystem.

As Mumbai reimagines its transport future, projects like the Prabhadevi double-decker flyover stand as symbols of the city’s evolving approach to mobility — balancing modern engineering with the need for sustainable, inclusive, and resilient urban infrastructure.
