Mumbai commuters will soon have a new option for affordable urban mobility as the Maharashtra government has given its formal approval for bike taxi services to operate legally. Major aggregators have secured provisional licences to reintroduce the service across the Mumbai Metropolitan Region, with regulated fares and safety checks designed to curb earlier concerns about unlicensed operations.

The new framework sets the minimum fare at ₹15 for the first 1.5 kilometres and ₹10.27 for every additional kilometre. This translates to an average of around ₹50 for a 5 km journey and roughly ₹100 for 10 km, making the service one of the most economical modes of intra-city transport.Industry observers see this as a decisive move that aligns with the city’s push towards shared, low-emission, and sustainable commuting choices. Bike taxis, when operated under a legal framework, can reduce congestion, provide last-mile connectivity, and lower the carbon footprint compared with private cars and multiple short-distance auto rides.

Transport authorities confirmed that three leading ride-hailing platforms are ready to operate bike taxis on a trial basis, with about a month to secure permanent licences by adhering to the stipulated regulations. Officials emphasised that this is not merely a revival of an old service but a structural reform to bring the segment into the organised sector.The government has also issued stringent eligibility criteria for riders to protect commuters’ safety. Drivers must hold valid commercial licences, PSV badges, and clean records. They are also required to undergo police verification and demonstrate local route knowledge to ensure reliable and safe operations. The age limit for operators is set between 20 and 50 years, ensuring a more accountable driver base.

The re-entry of bike taxis is significant, given the city’s long struggle with illegal operators who often skirted safety norms and left passengers vulnerable. Authorities have recently intensified crackdowns, with enforcement squads seizing dozens of unlicensed vehicles. By formalising the sector, the government hopes to phase out such unregulated practices and restore public confidence in two-wheeler ride-sharing.Urban mobility experts believe that bike taxis can serve as a critical complement to Mumbai’s overburdened public transport infrastructure. With metro and suburban rail networks often stretched, and road congestion worsening, the ability to hail a quick, affordable two-wheeler ride could make commuting more efficient for millions of daily travellers.

While affordability is the immediate advantage, the long-term benefit lies in sustainable urban transport. Bike taxis, if scaled responsibly with strict oversight, could ease pressure on the city’s carbon-intensive commute ecosystem. The move is also expected to generate new livelihood opportunities for riders, provided the enforcement of rules remains consistent.For a city where time and space are at a premium, the return of bike taxis under a regulated, safer framework could well mark a turning point in creating more inclusive and sustainable transport choices for its residents.
