MMRDA Acquires 430 Acres in Thane for Metro Depot

The Mumbai Metropolitan Region Development Authority (MMRDA) has acquired approximately 430 acres of land in the Mogarpada area of Thane district. This acquisition is set to facilitate the construction of an integrated metro depot that will support operations and maintenance for four key metro corridors—Lines 4, 4A, 10, and 11.

These lines collectively span nearly 56 kilometres, connecting Chhatrapati Shivaji Maharaj Terminus (CSMT) to Mira Road, thereby enhancing the city’s east-west connectivity. The land acquisition is part of MMRDA’s strategic plan to bolster Mumbai’s metro network and provide the necessary infrastructure for efficient operations. The integrated depot will serve as a central hub for train maintenance, stabling, and administrative functions, ensuring the smooth functioning of the metro services. The development of this depot aligns with the state’s vision to expand sustainable, multimodal transport infrastructure that meets the growing aspirations of New Maharashtra.

To address the concerns of landowners and residents affected by the project, MMRDA has adopted a comprehensive rehabilitation framework. This plan follows the land acquisition principles developed by the City & Industrial Development Corporation of Maharashtra (CIDCO). Under this framework, leaseholder farmers will receive 22.5 per cent of their original land as developed plots, while encroachers are allocated 12.5 per cent. The master layout includes 18-metre-wide access roads and 12-metre-wide internal roads, ensuring adequate infrastructure for the affected communities. MMRDA has set a timeline of 36 months for handing over the developed plots. Public consultations were held earlier this year, chaired by transport officials and the Thane district collector. These sessions addressed farmers’ concerns and resulted in the issuance of 198 offer letters, including 167 to leaseholders and 31 to encroachers.

The land transfer was conducted on an ‘as-is-where-is’ basis, following a government resolution passed in October 2023, which facilitated the acquisition process without encumbrances. The establishment of this integrated metro depot in Thane is expected to significantly enhance the operational efficiency of the metro services. By providing a centralised location for maintenance and stabling, the depot will reduce turnaround times for trains, leading to increased frequency and reliability of services. This development is anticipated to alleviate congestion on existing metro lines and provide a more comfortable commuting experience for passengers. Furthermore, the surplus land after the construction of the depot will be utilised for residential and commercial purposes. MMRDA has been appointed as the special planning authority to oversee these developments, ensuring that the growth is well-planned and integrated with the surrounding infrastructure.

This approach not only addresses the immediate needs of the metro project but also contributes to the long-term urban development of the region.
