MHADA Kamathipura Redevelopment Project Faces Delay As Tender Process Remains Incomplete

Mumbai’s ambitious Kamathipura redevelopment project is facing significant delays as the tender process, initiated in June by MHADA’s Mumbai Building Repair and Reconstruction Board, remains incomplete after more than three months. Officials confirm that the tender submission deadline has been extended once again, further postponing the start of construction in the historic South Mumbai neighbourhood.

Kamathipura spans roughly 34 acres and comprises 475 cessed buildings, 163 non-cessed structures, 15 already reconstructed buildings, and additional PMGP properties. The area also hosts 52 collapsed structures, 15 places of worship, two educational institutions, four government facilities, and eight other public amenities. The neighbourhood is home to over 6,000 residents, alongside 1,342 non-residents, all of whom are directly impacted by the project delays. According to experts in urban redevelopment, the majority of Kamathipura’s structures are aged and deteriorated, with many deemed irreparable since the 1990s. The state government therefore tasked the Correction Board with executing a comprehensive redevelopment plan to modernise the area while accommodating its residents. The initiative aligns with broader urban sustainability goals, aiming to provide safer, more resilient, and eco-friendly housing while optimising land use in South Mumbai.

The tender process, which was initiated under the Construction and Development Agency guidelines, has been extended multiple times at the request of interested bidders. The latest extension now sets the new submission deadline at September 30. Officials acknowledge that repeated extensions are delaying not only the tender finalisation but also the project’s overall execution, creating uncertainty for both residents and developers. Urban planning analysts emphasise that timely completion of tender procedures is critical for projects like Kamathipura, where delayed redevelopment can exacerbate safety risks, limit public amenities, and slow the introduction of sustainable infrastructure. Experts also note that a transparent and prompt tendering process would encourage more competitive bids, ensure better quality standards, and accelerate construction timelines, thereby benefiting the city’s long-term urban resilience.

The Correction Board has clarified that extensions are necessary to accommodate companies preparing competitive bids. However, stakeholders and residents express concern that prolonged delays may hinder the socio-economic transformation of Kamathipura, leaving aged and unsafe structures in place for longer than anticipated. Officials continue to monitor the situation closely, balancing procedural compliance with the urgent need for redevelopment. As Mumbai strives to modernise and develop its urban fabric sustainably, the Kamathipura redevelopment serves as a test case for implementing transparent processes, gender-neutral planning, and eco-friendly construction practices. While the project remains in limbo, the city’s authorities are urged to prioritise expedient tender completion to mitigate risks, improve resident safety, and promote equitable urban development.
