Thiruvananthapuram has embarked on a transformative initiative aimed at empowering minority coastal communities through skill development and sustainable fisheries practices. The Matsya Shakthi project, implemented under the Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) scheme, combines vocational training, leadership development, and livelihood technologies to strengthen economic resilience and promote inclusive growth.

The programme targets nearly 700 beneficiaries, making it one of the largest capacity-building initiatives in the region for minority fisher communities. Urban development experts note that initiatives such as these not only enhance household incomes but also contribute to equitable local development, particularly in resource-dependent coastal towns.The project’s first phase includes intensive training for fishery hatchery production, covering broodstock management, artificial breeding, larval rearing, feed and water quality management, and biosecurity protocols. Another segment focuses on cage culture fish farming, emphasizing environmentally sustainable mariculture practices. Experts suggest that training in modern aquaculture techniques can help communities improve productivity while reducing ecological pressures on coastal ecosystems.

Women’s empowerment is central to the initiative, with 420 female beneficiaries enrolled in leadership development modules. These sessions cover communication skills, financial literacy, entrepreneurship, awareness of government schemes, and collective action. Analysts highlight that integrating women into fisheries leadership and enterprise development enhances social equity and strengthens community decision-making capacity.The project also distributes high-value fish species, including Giant Trevally and ornamental Bluefin Watchman Goby, to trained farmers, ensuring immediate application of newly acquired skills. Policy specialists observe that linking training with practical resources accelerates adoption of sustainable practices and fosters economic self-sufficiency.

Officials emphasise that Matsya Shakthi represents a model for combining technological training with inclusive governance. By building capacity at the grassroots level, the programme enhances livelihood resilience, promotes environmental stewardship, and cultivates local entrepreneurship.
