Maharashtra’s Deputy Chief Minister and Finance Minister Ajit Pawar has tabled supplementary demands totalling ₹57,509.71 crore in the Monsoon Session 2025, signalling a significant state investment in critical sectors. This substantial proposed expenditure aims to propel infrastructure development, including metro rail and roads, alongside bolstering social welfare schemes.
The allocation underscores a strategic commitment to fostering eco-friendly, equitable, and sustainable urban and rural environments across the state. The comprehensive supplementary demands reflect a multi-pronged approach to state development, addressing both foundational infrastructure and vital social services. Of the total outlay, ₹19,183.85 crore is designated for non-discretionary, obligatory spending, ensuring the continuity of essential governmental functions. A substantial ₹34,661.34 crore is allocated for program-based funding, indicating a strategic focus on specific developmental initiatives. An additional ₹3,664.52 crore is earmarked for centrally sponsored schemes, leveraging national support for state-level projects. Despite the gross demand, the net financial impact on the state exchequer is prudently estimated at ₹40,644.69 crore, demonstrating a balanced fiscal approach to public investment.
A significant portion of the proposed expenditure is directed towards enhancing urban mobility and connectivity, crucial for sustainable city development. Over ₹3,228.38 crore has been specifically earmarked for metro projects and stamp duty surcharge refunds to municipal corporations, councils, and Zilla Parishads. This substantial investment in metro rail is pivotal for reducing reliance on private vehicles, thereby mitigating traffic congestion and lowering carbon emissions. Such infrastructure is a cornerstone of creating zero net carbon cities, promoting energy efficiency, and fostering a greener urban landscape. The focus on roads and irrigation further supports comprehensive regional development, improving logistics and agricultural productivity.
Beyond physical infrastructure, the supplementary demands place a strong emphasis on social equity and inclusion. Provisions for the Mahatma Jyotirao Phule Health Scheme, the Sanjay Gandhi Niradhar Grant Scheme, and scholarships for backward class students highlight the government’s commitment to welfare delivery. These initiatives are fundamental to bridging socio-economic disparities, ensuring access to essential services and opportunities for all citizens. Furthermore, ₹2,182.69 crore has been provisioned as margin money loans from the National Cooperative Development Corporation (NCDC) to bolster the working capital requirements of cooperative sugar factories.
