Maharashtra Introduces Urban Reforms Bill To Unlock Central Grants

The Maharashtra state assembly on Tuesday saw the introduction of a significant bill aimed at implementing comprehensive urban reforms, a move crucial for qualifying for special grants from the Central government. Introduced by the Deputy Chief Minister, the bill proposes amendments to 25 sections of the Maharashtra Regional and Town Planning Act, 1966. To access the substantial central funding, the state must implement six specified reforms under the structure plan, local area plan, and town planning scheme, applicable to all cities with a population exceeding one lakh.

The scope of the proposed structure plan reforms is extensive, encompassing crucial aspects of urban development. These include enhanced communication and transport infrastructure, provision of basic facilities such as sewage treatment plants, public gardens, efficient solid waste management systems, and advanced water treatment facilities. The reforms also mandate the preparation of environmental status reports, the protection of natural resources, and the comprehensive development of public amenities. The Central government’s financial assistance will specifically target roads, infrastructure, and capital investments, thereby enabling cities to undertake vital commercial, industrial, and housing projects essential for sustainable growth.

Further incentivizing development, the bill introduces key financial relaxations. It notably exempts housing schemes under the flagship national affordable housing program from the payment of development charges, aiming to boost housing accessibility. Additionally, it significantly reduces the penalty on unpaid development charges applicable to constructions, bringing it down from the current 18% to 12%. These measures are designed to streamline urban planning processes, encourage investment in crucial sectors, and reduce financial burdens on developers and citizens alike, facilitating faster and more compliant construction activities.

This legislative initiative marks a pivotal step towards modernizing urban governance and infrastructure across Maharashtra. By aligning with national guidelines, the state aims to secure vital funding for sustainable development, enhance essential public services, and promote inclusive urban growth, ultimately improving the quality of life for its growing urban population.
