Lucknow Seeks Rapid Turnaround In Civic Projects

Lucknow’s senior administration has called for urgent corrective action after several major development projects across Uttar Pradesh were found lagging behind schedule. The state’s Chief Secretary directed officials to fast-track execution, warning that continued delays could undermine citizen services and disrupt long-term plans for inclusive urban growth.

At a review meeting of the Project Monitoring Group held on Thursday, the Chief Secretary examined progress across a portfolio of public infrastructure schemes, including the Pradhan Mantri Ekta Mall in Agra, Varanasi, and Lucknow, hostels for working women in Lucknow and Gautam Budh Nagar, and multiple tourism and textile-sector facilities. According to officials present, the slow pace of civil works and incomplete administrative processes have raised concerns about cost escalation and operational inefficiencies. Senior officers were instructed to revise completion timelines and, where required, deploy additional manpower to prevent further slippage. A government official noted that the administration’s focus is now on ensuring that the “physical progress on the ground reflects financial expenditure and planning commitments”.

Among the projects reviewed, the PM Mitra Park a large textile and apparel manufacturing hub received particular attention. The Chief Secretary emphasised that the boundary wall, gate complex, and refurbishment of the office building must be completed before March 2026. Industry experts say timely completion of such clusters is critical for supporting employment generation and sustainable manufacturing practices, particularly in regions aiming to transition to low-impact, resource-efficient industry models. Heritage-linked developments, including the Interpretation Centre in Shravasti and ongoing tourism enhancement works in Bateshwar, were also flagged for accelerated progress. Planners highlight that these cultural projects, if delivered on schedule, can boost local livelihoods while promoting environmentally responsible tourism. However, delays risk diminishing community benefits and extending the period during which surrounding neighbourhoods face construction-related disruption.

Metro rail works in Lucknow, Kanpur, and Agra were also reviewed, with the administration insisting that preparations for operation and maintenance begin well before the completion of construction. Urban mobility specialists point out that advanced planning for staffing, energy systems, and station accessibility is key to creating transit networks that are safe, gender-responsive, and aligned with cities’ broader net-zero ambitions. The Chief Secretary has sought a clear and updated record of both financial and physical progress in time for the next review meeting. Officials say the state is aiming to strengthen monitoring mechanisms to prevent recurring delays and ensure smoother delivery of public-facing infrastructure. As Uttar Pradesh expands its urban and industrial footprint, timely completion of projects remains central to building cities that are efficient, equitable, and resilient for all residents.
