Lucknow is set to undergo a transformative expansion with the launch of the State Capital Region (SCR), an ambitious urban development initiative designed to integrate six districts into a single growth framework. The plan positions the Uttar Pradesh capital as the central hub of balanced regional development while aspiring to establish it as a future-ready global smart city.
According to officials, the SCR blueprint has been inspired by models like the Delhi-NCR and the Mumbai Metropolitan Region. The 380-page proposal, submitted by the city’s planning authority to the state government, outlines coordinated development for Lucknow, Unnao, Rae Bareli, Barabanki, Hardoi, and Sitapur. A shorter synopsis is being readied for public presentation, while efforts are underway to create a dedicated SCR identity through a public competition for its official logo.Experts describe the project as a pivotal step in addressing the mounting pressures of urbanisation. The city’s core has been stretched by rising migration, expanding real estate demands, and industrial diversification. By linking adjoining districts under the SCR, planners aim to distribute growth more equitably, reduce congestion, and provide structured opportunities for employment and housing.
The report highlights multiple areas of focus that align with sustainable development. Provisions have been made for extending Lucknow’s metro network to satellite districts, widening arterial highways, and improving ring roads to enhance connectivity. Emphasis has also been placed on affordable housing and slum redevelopment to tackle rising inequities within the city fabric.Green infrastructure remains central to the SCR framework, with plans to promote solar energy, water conservation, and the rejuvenation of the Gomti river. Officials underline that this will not only strengthen Lucknow’s environmental resilience but also provide a livable, climate-conscious ecosystem for its growing population. In addition, the integration of electric buses, bus rapid transit systems, and digital mobility platforms is expected to redefine public transport across the region.
The economic component of the SCR project is equally robust. Industrial zones, special economic regions, and startup hubs are being planned to attract new investments and foster entrepreneurship.
