LUCKNOW — The Lucknow Development Authority (LDA) will conduct a lottery on February 28 to allot developed plots in the expansive Lucknow IT City project, a significant milestone in the city’s urban expansion toward technology, housing and inclusive economic growth.

The draw, scheduled at the Indira Gandhi Pratishthan, advances a large-scale land pooling strategy that transforms peri-urban land along Sultanpur Road into an integrated township with residential, commercial and IT/ITeS zones. The plot allotment process — an electronic lottery mechanism overseen by civic authorities — will determine the initial distribution of 870 developed plots among eligible land contributors under the city’s land pooling policy. These parcels, ranging from approximately 35 to 288 square metres in size, will initially go to around 336 landowners who provided their land for the project’s phased development. The lottery underscores a policy approach that aims to decentralise land value appreciation and integrate local landholders into urban growth benefits, rather than relying solely on monetary compensation.

Lucknow IT City — envisioned along a fast-growing Sultanpur Road corridor with connectivity to major transport arteries like Kisan Path and Chaudhary Charan Singh International Airport — represents one of the city’s most transformative urban extensions. The IT City township spans thousands of acres and is designed as an economic anchor for technology enterprises, allied sectors and mixed-use neighbourhoods, including residential precincts and commercial infrastructure. For Lucknow’s urban planners and real estate markets, the impending lottery is consequential. The integration of IT/ITeS plots with residential land reflects a dual mandate: to attract business investment and to create housing stock within a planned, connected urban ecosystem. Analysts note that the plot sizes and categories being offered suggest early interest from a diverse slate of investors — from small developers and startups to established commercial players — and will likely influence secondary market dynamics in nearby areas such as Gomti Nagar Extension and Shaheed Path, where real estate activity has been robust.

More broadly, the IT City draw signals a shift in how Uttar Pradesh’s cities manage peri-urban growth. Rather than ad hoc sprawl, land pooling and transparent allotment schemes enable coordinated infrastructure provision — including internal roads, utilities and public spaces — that can support high-density development while reducing the risk of informal encroachments. This approach aligns with the city’s aims to accommodate population growth, diversify urban economies and strengthen housing access through formalised land distribution systems. Housing advocates emphasise that while the initial allotment prioritises contributing landowners, the broader scheme — which includes future residential and commercial plots offered to the public at predefined rates — has the potential to expand affordable housing options and attract new residents. Given Lucknow’s ongoing demand for mid-segment and high-quality housing, these planned plots could help stabilise prices and incentivise developers to incorporate environmental sustainability measures, such as green building standards and efficient utilities.

However, experts also caution that long-term success will hinge on phased infrastructure delivery, strong governance of land use, and integration with mass transit and social services. As the lottery results are announced and development moves forward, stakeholders will closely watch how the IT City evolves from a policy concept into a live, functional community that supports economic opportunity, connectivity and shared growth.
