The Kerala government has swiftly moved to address the immediate socio-economic and environmental repercussions of a Liberian-flagged vessel sinking off the Kochi coast.
On Thursday, the Chief Minister announced crucial cash relief of ₹1,000 and 6 kg of rice for fishermen directly impacted by the maritime incident, underscoring a commitment to supporting vulnerable coastal communities. This comprehensive response extends beyond immediate aid, encompassing environmental assessment, clean-up operations, and clear directives to safeguard public health and marine ecosystems. The vessel, identified as MSC Elsa 3, sank on May 25, approximately 14.6 nautical miles from the Thottappally spillway. Carrying a total of 643 containers, of which 73 were empty, the incident has resulted in an estimated 100 containers falling into the sea. Among the diverse cargo, 13 containers held calcium carbide, 46 contained plastic components known as Hydrazine, one a rubber compound, while others contained wood, fruits, and cloth. The Chief Minister’s declaration of the wreckage as a state-specific disaster underscores the gravity of the situation and facilitates a coordinated governmental response.
The announced assistance will directly benefit fishermen in the districts of Thiruvananthapuram, Kollam, Alappuzha, and Ernakulam – the regions most immediately affected by the incident. To mitigate further risks and allow for recovery operations, the Chief Minister urged fishermen to temporarily refrain from fishing within 20 nautical miles of the wreck site. This precautionary measure is vital for both their safety and to prevent any potential interference with ongoing salvage and assessment efforts. A significant concern arising from the shipwreck was the fear of marine pollution and its potential impact on fish consumption. The Chief Minister, however, moved to allay these public health anxieties, stating that the containers holding calcium carbide were heavy and had consequently sunk to the deeper parts of the sea. He unequivocally declared that there was no need for concern regarding fish consumption from the area, providing crucial reassurance to both consumers and the local fishing industry, which forms the economic backbone of these coastal communities. This proactive communication aims to prevent unwarranted panic and support the livelihoods of fishermen.
The impact of the shipwreck is already visible along parts of the coastline. In Thiruvananthapuram district, for instance, small plastic particles, commonly known as nurdles, have accumulated due to the crashing of containers. Recognising the environmental threat posed by these microplastic pollutants, concerted efforts are underway to clean the affected areas. Police, SPC (Student Police Cadets), Apda Mitra (Disaster Response Volunteers), and civil defense volunteers have been mobilised and deployed along the affected coastal stretches. Furthermore, a drone survey has already been completed in these locations to assess the extent of the spread and guide clean-up operations effectively. In a positive development, the MSC company, the owner of the sunken vessel, has initiated discussions with the Kerala government. These discussions are focused on comprehensively assessing the environmental impact of the shipwreck, quantifying job losses sustained by local communities due to the incident, and evaluating the potential ripple effect on the region’s vital tourism sector. This engagement signifies a crucial step towards collaborative recovery and underscores the importance of corporate responsibility in mitigating the aftermath of such maritime accidents.
