Kochi Metro To Prepare DPR For Mumbai Water Metro Covering 250 Km

Mumbai’s long-discussed Water Metro project has gained momentum with the Maharashtra government awarding the preparation of a detailed project report (DPR) to Kochi Metro Rail Limited (KMRL). The consultancy contract, valued at ₹4.4 crore, is expected to produce a roadmap by the end of this year, paving the way for implementation from 2026.

Officials confirmed that the assignment will build upon the feasibility study already conducted by KMRL’s consultancy division, which assessed the potential for water-based mobility across the Mumbai Metropolitan Region. The proposed Water Metro network covers nearly 250 kilometres of waterways, connecting areas such as Vaitarna, Vasai, Manori, Thane, Panvel and Karanja. The blueprint includes 29 terminals and 10 proposed routes, designed to strengthen connectivity while reducing the city’s dependence on overburdened road and rail networks. Experts from KMRL highlighted that the challenge in Mumbai lies in integrating multiple water bodies — ranging from creeks and backwaters to port and sea routes — into a single, seamless system. Drawing on its experience from operating India’s first Water Metro in Kochi, the agency aims to create a template for Mumbai that balances commuter convenience, operational efficiency and sustainability.

The Mumbai Water Metro, if realised, is seen as a crucial step towards achieving the city’s broader climate and mobility goals. Unlike traditional modes of transport that contribute significantly to congestion and emissions, water-based systems offer a relatively low-carbon alternative. Civic planners point out that efficient water transport can not only ease road pressure but also provide equitable access to communities in otherwise underserved waterfront areas. Beyond its role in Mumbai, KMRL is simultaneously conducting inland water transport studies in 18 cities across 11 states and two Union territories under the guidance of the Inland Waterways Authority of India. Reports for Patna and Srinagar have already been submitted, while feasibility studies for Ahmedabad and Guwahati are nearing completion. This expanding portfolio demonstrates a growing national recognition of water transport as a viable urban mobility solution.

For Mumbai, the awarding of the DPR marks an important milestone. Once completed, the report will enable the government to finalise routes, terminal locations, vessel specifications, and financial models required for execution. Officials noted that the assignment will also generate non-ticket revenue opportunities for KMRL’s consultancy arm, further strengthening the business case for such projects. With its dense population and growing demand for sustainable transport, Mumbai stands to benefit significantly from this ambitious initiative. If executed with precision, the Water Metro could reshape urban commuting by tapping into the city’s natural geography, creating an affordable, eco-friendly and inclusive mode of travel. For millions of daily commuters, the project holds the promise of shorter travel times, reduced congestion, and a cleaner urban environment.
