KMC Targets Illegal Buildings with New Plot Rules

The Kolkata Municipal Corporation (KMC) is contemplating significant regulatory changes. The civic body is planning to sanction buildings on smaller plots while imposing stricter norms for the regularisation of larger structures. This initiative comes in the wake of a tragic incident where the collapse of an under-construction multistorey building resulted in the loss of at least 11 lives, prompting a rigorous crackdown on unauthorised constructions.

During the recent KMC monthly House meeting, the opposition councillors sharply criticised the civic authorities over the proliferation of illegal buildings. In response, Mayor Firhad Hakim announced an amendment to the KMC regulations aimed at mitigating this issue. The proposed changes are intended to create a more balanced regulatory environment that discourages illegal constructions by making it easier to comply with legal requirements. Mayor Hakim explained that the current regulations mandate a four-foot space around buildings on two sides, with additional requirements for the back side. However, these stipulations are impractical for smaller plots, such as those measuring one or two cottahs, as they severely limit the buildable area. To address this, the KMC is considering relaxing these space requirements for smaller plots and allowing a higher Floor Area Ratio (FAR) for vertical extensions. This adjustment aims to make it feasible for owners of smaller plots to construct legally compliant buildings without compromising on space.

Hakim emphasised that illegal constructions often suffer from compromised quality. By providing a legal sanction for these smaller structures, the construction quality can be regulated and improved, ensuring adherence to safety and quality standards. The proposal has been forwarded to the state government for approval, and upon receiving the green light, the KMC will issue an official notification. This regulatory reform is a crucial step in the KMC’s broader strategy to enhance urban development and safety standards. By enabling the construction of legal, high-quality buildings on smaller plots, the KMC aims to eliminate the incentives for illegal constructions, thus fostering a safer and more organised urban environment.

The KMC’s proactive approach highlights the importance of adaptable regulations that reflect the diverse needs of urban spaces. As Kolkata continues to grow and evolve, such measures are essential to ensure sustainable and safe development practices.
