KMC RVNL revive talks to unlock stalled Baranagar metro project

The Kolkata Municipal Corporation (KMC) and Rail Vikas Nigam Ltd (RVNL) have re-engaged in crucial discussions aimed at resolving the intricate civic infrastructure challenges that have stalled the 12.5-kilometre Baranagar–Barrackpore Metro corridor. This renewed dialogue is paramount for the city’s future, as the ambitious metro project, conceived to connect densely populated northern suburbs, has faced persistent hurdles due to its intersection with vital underground water pipelines and drainage networks. The outcome of these talks will significantly influence Kolkata’s trajectory towards sustainable urban development and equitable access to essential services.

The Baranagar–Barrackpore Metro project, initially sanctioned in 2009–10 with an estimated cost of ₹2,069.6 crore, was envisioned as an elevated line along B.T. Road, featuring eleven stations to enhance metropolitan connectivity. However, since approximately 2014–15, construction has been effectively halted. At the heart of this protracted deadlock lie six major water pipelines, ranging from 42 to 72 inches in diameter, which traverse beneath B.T. Road. These conduits are the primary arteries, transporting over 70 per cent of Kolkata’s potable water from the Palta water treatment plant to the Tala reservoir, making any disruption during metro pier construction a critical risk to the city’s fundamental water supply.

The challenge underscores a broader imperative for synergistic planning in urban infrastructure. While modern metro systems are vital for promoting sustainable mobility, reducing carbon emissions from vehicular traffic, and alleviating urban congestion, their development must not compromise existing civic lifelines. Protecting the integrity of the water supply and drainage systems is not merely an engineering feat; it is a commitment to environmental sustainability and the responsible management of finite resources. Any compromise could lead to widespread water scarcity or sanitation issues, directly impacting public health and the ecological balance of the urban environment.

Furthermore, the resolution of this deadlock carries significant implications for social equity and gender neutrality within Kolkata. An operational metro line offers a safer, more efficient, and often more affordable mode of transport, particularly benefiting women, students, and daily commuters from the northern suburbs. Enhanced public transport infrastructure improves access to employment opportunities, educational institutions, and healthcare facilities, thereby fostering greater economic participation and social inclusion for all residents. Ensuring that such development proceeds without jeopardising basic services like water supply is crucial for maintaining the quality of life and preventing disproportionate burdens on vulnerable communities.

The renewed engagement between KMC and RVNL signals a collaborative effort to break this long-standing impasse. KMC’s decision to provide a detailed map of its underground infrastructure, coupled with RVNL’s commitment to share a revised metro alignment plan, represents a constructive step forward. While an earlier proposal to divert the route via Kalyani Expressway was deemed unfeasible, the current dialogue emphasises bespoke engineering solutions that respect the city’s subterranean complexities. As Mayor Firhad Hakim asserted, “We want the metro, but not at the cost of civic lifelines,” highlighting the delicate balance between progress and preservation.

The successful culmination of these talks is paramount for Kolkata’s future urban resilience. It will not only unlock a critical public transport project but also set a precedent for integrated infrastructure planning in densely populated urban centres. By prioritising meticulous coordination and innovative solutions, Kolkata can pave the way for a future where modern amenities coexist harmoniously with essential civic services, ensuring a truly sustainable, equitable, and liveable city for generations to come.
