The Kolkata Municipal Corporation (KMC) has issued a stern directive to all agencies to ensure immediate repairs on dug-up roads following the completion of any repair or restoration work. This move is aimed at preventing further accidents and ensuring the safety of Kolkata’s residents.
The incident on Kashi Bose Lane highlighted a significant oversight: the water supply department had completed its pipeline work by 9th July but failed to restore the road. This lapse led to the fatal accident, prompting the KMC to reinforce the regulations surrounding road repair and restoration. A senior KMC official emphasised, “According to regulations, any agency undertaking road excavation is required to repair and restore the area immediately after the work is completed. Failure to comply will result in punitive action.” Despite this directive, multiple instances of non-compliance were observed across the city. For instance, at Beckbagan Row, a road section has remained dug-up for over two months due to a water supply pipeline installation project. Although work was halted for two days in observance of Muharram, the site was left unsecured, with only minimal barricades in place.
Another hazardous site was identified behind the Milan Mela premises off EM Bypass, where a similar pit posed a threat to public safety. The KMC Roads Department is responsible for issuing no-objection certificates (NOC) for digging on main thoroughfares, while the Civil Engineering Department handles NOCs for lanes and alleys. The official elaborated on the safety protocols, stating, “If the entire width of a road in an alley or lane needs excavation, the responsible agency, in coordination with Kolkata Police, must install warning boards and restrict access to the entire stretch. For partial road width excavations, the dug-up area must be secured with guardrails and other protective materials to prevent public access. We have reiterated these rules to all concerned agencies.” The KMC’s renewed focus on enforcing these regulations is a critical step towards ensuring public safety and preventing further mishaps.
