The Government of Kerala has announced a significant reshuffle within its senior Indian Administrative Service (IAS) cadre, marking a strategic move to enhance administrative efficiency and streamline state functions. Central to this reorganisation is the appointment of Puneet Kumar (IAS: 1993: KL) as the new Resident Commissioner of Kerala House in New Delhi.
This key posting underscores the state’s intent to bolster its representation and liaison capabilities at the national capital, particularly in advancing its agenda for sustainable development and inclusive urbanisation. This major bureaucratic adjustment comes as part of a broader government initiative to optimise administrative roles and responsibilities across critical departments. The newly created ex-cadre post of Resident Commissioner, in the Chief Secretary Grade, has been established for a period of one year, highlighting the strategic importance placed on this role. The position became vacant following the central deputation of Ajit Kumar (IAS: 2006: KL), who transitioned to the Ministry of Electronics & IT, Government of India. Puneet Kumar, previously serving as Additional Chief Secretary in the Local Self Government Department, brings a wealth of experience to this crucial inter-state diplomatic role.
The Resident Commissioner’s office in New Delhi serves as a pivotal interface between the state government and various central ministries, departments, and other state governments. The appointment of a senior officer like Puneet Kumar, with extensive experience in various capacities including revenue, technical education, excise, and agriculture, is expected to significantly enhance Kerala’s ability to pursue its policy objectives, secure central funding for state projects, and coordinate on matters of national importance. This includes advocating for initiatives that contribute to a zero-net carbon future, promoting eco-friendly urban development, and ensuring equitable resource distribution for all citizens, irrespective of gender.
Beyond the Resident Commissioner appointment, the reshuffle encompasses several other key assignments designed to streamline administrative functions. For instance, an additional ex-cadre post of Additional Commissioner, Kerala GST Department, has also been created for a one-year term, with Sreelakshmi R (IAS: 2019: KL) taking on this crucial role, having previously served as Staff Officer to the Chief Secretary. Such focused appointments demonstrate a targeted approach to strengthening specific administrative verticals deemed vital for the state’s fiscal health and development trajectory.
Furthermore, the restructuring involves assigning full additional charges to several other IAS officers. Mohammed Hanish APM (IAS: 1996: KL), Principal Secretary, Industries Department, has been entrusted with the additional responsibility of the Food & Civil Supplies and Consumer Affairs Department. Similarly, Biju K (IAS: 2006: KL), Secretary, Public Works Department, is now also the Special Officer for the Capital Region Development Project-II. Dr. K Vasuki (IAS: 2008: KL), Secretary, Labour and Skills Department, has been given the additional charge of the General Education Department, and Anupama T V (IAS: 2010: KL), Special Secretary, Local Self Government Department, will also serve as Special Secretary (Co-ordination). These strategic reassignments are indicative of the government’s intent to foster greater inter-departmental synergy and expedite project implementation.
