Chief Minister Pinarayi Vijayan presented the report, marking the culmination of the government’s fourth-year celebrations. The report underscores the state’s commitment to sustainable development, social equity, and inclusive growth. A key highlight of the report is the progress in national highway development projects. The LDF government intervened decisively to revive stalled projects, ensuring their completion despite initial setbacks. The report credits the government’s sustained efforts for transforming these projects into reality, contributing to improved connectivity and economic integration.
The Vizhinjam International Seaport, a flagship project, has commenced operations, positioning Kerala as a significant player in global maritime trade. The port’s development, led by the state government, is expected to bolster the state’s logistics and trade infrastructure. Despite challenges such as the COVID-19 pandemic and financial constraints, Kerala has achieved notable economic growth. The state attracted investments worth ₹22,688 crore since 2022-23, leading to the establishment of 3.53 lakh new enterprises and the creation of 7.49 lakh jobs. The startup ecosystem has flourished, with 6,400 startups employing over 64,000 individuals. Kerala’s industrial policies and simplified regulations have contributed to its top ranking in the Centre’s Ease of Doing Business index.
The LDF government’s welfare initiatives have made significant strides in poverty alleviation and social security. The LIFE Mission, the state’s flagship housing scheme, has completed 4.5 lakh houses, with a target of 5 lakh within reach. The Knowledge Economy Mission has provided employment to 1.29 lakh youth and aims to skill 5 million through new training programs. The Kerala Fiber Optic Network (K-FON) project has connected over 23,000 government offices and provided free internet to more than 5,000 families, bridging the digital divide.
The Kerala Public Service Commission (PSC) has appointed over 2.8 lakh candidates since 2016, accounting for 42% of all PSC appointments nationwide. This reflects the government’s commitment to public sector recruitment and employment generation. On the social welfare front, the government claims to have moved 59,707 extremely poor families out of poverty. A total of 6.2 million beneficiaries continue to receive monthly social security pensions, ensuring financial support for vulnerable populations.
The government’s progress report emphasizes balanced development across sectors—industry, environment, housing, and health. The state’s commitment to environmental sustainability is evident in its infrastructure projects, which incorporate eco-friendly practices and aim for zero net carbon emissions. In conclusion, Kerala’s 2025 progress report showcases the state’s achievements in infrastructure development, economic growth, and social welfare.
