The Kalyan-Dombivli Municipal Corporation (KDMC) is set to launch a pioneering one-window system for building permissions on August 15. This groundbreaking initiative, a first for Maharashtra, aims to drastically streamline the approval process for citizens, builders, and architects. By transitioning from a multi-departmental physical interface to a singular, integrated online portal, KDMC is enhancing transparency and efficiency, crucial for fostering zero net carbon, eco-friendly, and equitably planned urban spaces.
Historically, applicants for building permissions faced a labyrinthine process, necessitating visits to as many as eight distinct departments, including critical areas like fire safety, water management, drainage, and even the tree preservation department. The new digital platform will allow for a unified online submission of all required documentation, which will then be automatically routed to the relevant departments. This simplification is expected to significantly reduce bureaucratic hurdles, thereby accelerating the commencement of sustainable construction projects and fostering a more predictable regulatory environment.

A core tenet of this new system is accountability, with KDMC establishing a stringent 10-day deadline for officials to process each file. The integrated Building Plan Management System (BPMS), recently rolled out by the government, forms the technological backbone, seamlessly connecting all involved municipal departments. Applicants will receive real-time updates via SMS and can monitor their application status online, enabling swift digital responses to any documentation deficiencies. Each approved file will be fortified with a unique barcode, ensuring verifiable and transparent permissions.
Additional Town Planner Santosh Dohiphode confirmed KDMC’s pioneering status in Maharashtra with this digital leap, underscoring the municipality’s commitment to modern governance. KDMC Commissioner Abhinav Goel further elaborated on the initiative, hailing it as a “significant milestone” in the corporation’s pursuit of transparent governance, efficient service delivery, and meticulously planned urban growth. This standard operating procedure (SOP) is meticulously designed to foster uniformity in planning procedures and enhance inter-departmental coordination, aligning perfectly with the ‘Ease of Doing Business’ agenda. By empowering internal teams, architects, developers, and citizens with a clearly defined, time-bound, and accountable system, KDMC is not merely simplifying a process; it is cultivating an environment conducive to responsible, sustainable, and inclusive urban development, building upon its legacy as one of the first municipal bodies in India to embrace e-governance back in 2002.
