Karnataka Approves Major Infrastructure Projects

The Karnataka Cabinet has granted in-principle approval for several major infrastructure projects. The approval, given on Thursday, includes the construction of an 18.5 km twin-tube tunnel road, a skydeck, and the establishment of 52 new Indira Canteens across the city.

The twin-tube tunnel road, projected to cost ₹12,690 crore, will span from Hebbal flyover (Esteem Mall) to Silk Board Junction flyover. This ambitious project, adhering to the Indian Road Congress norms and drawing inspiration from similar successful models in Mumbai, is set to significantly alleviate traffic congestion in one of Bengaluru’s most congested corridors. The feasibility study by Altinac Consulting Engineering Inc. recommended the twin-tube model over a single-tube option, which, while less expensive, was deemed less suitable for the required capacity.

The construction of the tunnel will be executed under the Build, Operate, and Transfer (BOT) model. The Cabinet has proposed that the project be developed as a toll road in a Public-Private Partnership (PPP) framework, supported by 40% Viability Gap Funding (VGF) from the State government. Should the BOT approach fail to attract bidders after two tendering rounds, the project may proceed on an Engineering Procurement Contract (EPC) basis, with toll revenue collected under a Hybrid Annuity Model (HAM).

In addition to the tunnel road, the Cabinet has also approved the creation of a skydeck, enhancing Bengaluru’s skyline and providing residents with panoramic views of the city. The 52 new Indira Canteens, aimed at providing affordable meals to the underprivileged, reflect the government’s ongoing commitment to social welfare and urban development. These projects mark a significant leap forward in addressing Bengaluru’s infrastructure needs and urban amenities, promising to enhance the city’s livability and functionality. The implementation of these plans will be closely monitored to ensure timely and efficient execution, with updates expected to follow as the projects progress.
