India and Spain have strengthened their bilateral relations by signing a Memorandum of Understanding (MoU) focused on developing high-speed and conventional rail networks. Signed during Spanish President Pedro Sanchez’s visit to India, the MoU aims to support India’s rail infrastructure through Spain’s expertise in rail technology, with areas of cooperation spanning from planning and construction to operations and safety.
Under this MoU, Spain’s Ministry of Transport and Sustainable Mobility will work closely with India’s Ministry of Railways to integrate advanced rail systems. A key highlight is the potential implementation of the European Rail Traffic Management System (ERTMS), which will enhance safety and streamline train operations. The partnership also encompasses training programs to develop expertise in maintaining and managing railways, with special focus on safety and interoperability across different track systems. With a five-year initial term, renewable annually, this agreement lays the groundwork for sharing technological advancements and optimising India’s railways. Spain’s extensive high-speed rail network—the second largest globally—serves as a model that India hopes to emulate, potentially revolutionising passenger and freight movement in the country.
The announcement has sparked public interest, especially among commuters, as high-speed rail could significantly reduce travel times across India. Additionally, the broader cooperation is anticipated to open economic and job opportunities in rail construction and technology sectors, aligning with India’s ambitions for modernising infrastructure. This strategic MoU reflects growing ties between India and Spain, with 2026 slated as the India-Spain Year of Culture, Tourism, and Artificial Intelligence to commemorate the 70th anniversary of diplomatic relations.
