Hyderabad witnessed a landmark collaboration as Coal India Ltd and Singareni Collieries Company Limited forged a strategic alliance with Heartfulness on July 3, 2025. This pivotal partnership aims to rejuvenate closed mine sites across India, fostering viable green cover and controlling hazardous emissions. Crucially, the initiative seeks to cultivate sustainable livelihoods for local communities, aligning with a national commitment to eco-friendly, equitable urban development and environmental restoration.
This significant partnership, formalised through two Memoranda of Understanding (MoUs) signed at Kanha Shanti Vanam, the global headquarters of Heartfulness in Hyderabad, marks a transformative step towards environmental stewardship within India’s vital coal sector. The collaboration underscores a growing recognition of the imperative to address the ecological and socio-economic ramifications of mining operations, particularly at closure sites. The core objective is to restore these landscapes by establishing robust green cover, effectively mitigating hazardous gas emissions, and replenishing depleted soil layers. This holistic approach is designed to cultivate a self-sustaining ecosystem, simultaneously generating viable livelihood opportunities for local communities, thereby fostering a paradigm shift from extraction to regeneration.
Central to this initiative is the ‘RECLAIM’ framework, an acronym for Reach out, Envision, Co-design, Localise, Act, Integrate and Maintain. This comprehensive framework serves as a structured guide for inclusive community engagement and development throughout the mine closure and post-closure phases. It meticulously builds upon extensive field experience and incorporates global best practices, including guidance from the International Council on Mining and Metals (ICMM 2022), the United Nations Sustainable Development Goals (SDGs), and the International Finance Corporation (IFC) Performance Standards. The adoption of such a globally informed framework ensures that the restoration efforts are not only environmentally sound but also socially equitable and economically sustainable.
The MoUs signify a profound commitment to transforming regions once shaped by extractive industries into vibrant spaces of renewal, dignity, and opportunity. Mine closures inherently impact both the natural landscape and the human communities dependent on them. Recognising this dual challenge, the partnership aims to restore natural systems while simultaneously strengthening local institutions and enabling diversified, sustainable livelihoods. This integrated strategy is critical for fostering resilience within affected communities, ensuring that the transition away from mining-dependent economies is managed in a manner that promotes long-term prosperity and environmental health.
The government’s mandate for scientific and sustainable mine closures aligns perfectly with the meticulous approach demonstrated by Heartfulness in creating sustainable ecosystems. This synergy is expected to yield significant economic and environmental value across the country’s mining sites. The emphasis on repurposing these lands for long-term socio-economic growth underscores a forward-thinking vision that extends beyond mere remediation. By leveraging the expertise of both public sector enterprises and a non-governmental organisation, the initiative is poised to create replicable models for ecological restoration and community empowerment.
The RECLAIM framework is supported by a suite of actionable tools, templates, and field-tested methodologies specifically tailored to the Indian context. A crucial aspect of this framework is its strong emphasis on gender inclusivity and the robust representation of vulnerable groups. By aligning with Panchayati Raj Institutions, the initiative ensures that the transition process is not only equitable but also deeply rooted in local governance and community participation. This bottom-up approach is vital for ensuring that the benefits of restoration and livelihood generation are distributed fairly, contributing to the creation of truly gender-neutral and equitable cities and regions. The project ultimately seeks to demonstrate how responsible resource management can lead to a more sustainable, zero net carbon future, where economic activity coexists harmoniously with ecological well-being.
