In a strategic move to foster systematic urban development, the Hyderabad Metropolitan Development Authority (HMDA) has unveiled plans to introduce a Land Pooling Scheme (LPS) within the Hyderabad Metropolitan Area (HMA).
The initiative aims to encourage private landowners, pattedars, and farmers within the HMA to voluntarily participate in the scheme, facilitating cohesive and planned expansion. Under the ambit of the scheme, land parcels situated within the Outer Ring Road (ORR) must encompass a minimum area of 50 acres, while those outside the ORR boundaries are mandated to possess a contiguous land spread of at least 100 acres. Building upon previous successful implementations in locales such as Uppal Bhagayat, Inmulnarva along the Shadnagar-Bengaluru Highway, and Lemoor village in Kandukur mandal, the HMDA seeks to replicate its accomplishments on a broader scale across the HMA.
Private landowners opting to participate in the scheme stand to gain a substantial share equivalent to 60% of the developable area, translating to approximately 1,741 square yards of developed plot per acre. This allocation will be distributed proportionately based on the extent of land ownership held by each participant. Additionally, the HMDA pledges to furnish requisite amenities encompassing well-constructed roads, robust water and sewerage systems, among other essentials. Notably, the designated land under the scheme will be earmarked for mixed land usage, fostering versatile urban development. Of significance, the LPS framework obviates the need for any land acquisition procedures, alleviating potential bureaucratic hurdles and expediting the development process. Private landowners are exempted from paying fees and charges, including conversion and registration fees, with the onus of financing infrastructure development, inclusive of roads, drainage systems, water supply, sewerage, and electricity facilities, resting squarely on the HMDA within predefined timelines.
Furthermore, the HMDA will reserve the remaining 40% of the developable area for crucial infrastructure augmentation, social amenities provisioning, educational and cultural facilities, as well as initiatives catering to affordable housing. This allocation aligns with the overarching goal of capitalising on the master plan for holistic urban evolution and sustainable growth within the HMA.
