The Haryana government is making significant strides in its ambitious land mapping project, which is set to be completed by August 2025. This initiative, aimed at digitising and updating the state’s land records, has the potential to revolutionise how land ownership is tracked and managed, promoting transparency, efficiency, and long-term sustainability.
At the heart of the project lies the enhancement of the “Bhu-Naksha” portal, a digital platform designed to provide accurate and real-time access to land records. By updating the tatima, which refers to detailed land sketches or maps, the government aims to offer clear, up-to-date information on land ownership and usage. This initiative has already begun in 440 villages across Haryana, with 20 villages per district chosen for the initial phase. These villages, as part of the comprehensive update, will see their land details uploaded onto the Bhu-Naksha portal.
Haryana’s Additional Chief Secretary (ACS) and Financial Commissioner of Revenue and Disaster Management, Sumita Misra, in a recent review meeting, highlighted that the project was progressing rapidly. “The state government is committed to completing this project by August 2025, and we are making significant progress in the digitisation of land records,” she remarked. The meeting focused on updating the records of both agricultural and urban land in the state, which will enhance land demarcation and improve access for all landowners.
A key part of this initiative is the deployment of advanced technology. In 2023, the Haryana government procured 300 rovers, which have been distributed across all districts. These rovers are connected to a network of 19 Continuously Operating Reference Stations (CORS) set up by the Union government, ensuring high precision in land identification. The Survey of India has trained over 400 field staff—including kanungos and patwaris—across all 22 districts to use these rovers efficiently, ensuring the project’s success at the grassroots level.
In addition to these technological advancements, the state is also prioritising the creation of robust IT infrastructure to handle the large-scale updating and online availability of records. This includes an upgrade to the Bhu-Naksha portal, ensuring seamless integration of data for easier access and better management of land records.
A major milestone in the project is the completion of the tatima updation for 22 pilot villages. These villages, representing one from each district, will be available on the Bhu-Naksha portal starting May 15 as part of a pilot phase. This phase is expected to test the system’s functionality and make it easier for residents, farmers, and landowners to access their land records digitally.
The primary goal of this initiative is to improve transparency in land demarcation, which has long been a challenge in rural and urban areas alike. By accurately mapping land parcels, the Haryana government hopes to eliminate illegal encroachments and enable more efficient land transactions. The initiative is expected to benefit not only farmers and landowners but also businesses and urban planners who rely on clear land records for development projects.
The integration of digital tools with land mapping is an important step towards a more sustainable and transparent future.
