Gurugram Collects ₹36 Crore in Fines, But Traffic Violations Continue Unabated

Despite collecting over ₹36 crore in traffic fines within six months, Gurugram continues to witness high rates of traffic violations, particularly helmetless riding and uniform breaches by public transport drivers. Authorities claim the focus is on improving road safety rather than revenue collection, yet repeated offences and scepticism from commuters point to a gap in enforcement impact.

Gurugram traffic police issued nearly 3.5 million challans between January and June 2025, raking in ₹36.62 crore in fines. Pillion riders not wearing helmets accounted for the highest chunk, contributing ₹19.34 crore. Another ₹14.97 crore came from fines against primary riders flouting helmet rules. Officials say the goal behind these strict penalties is to instil better road discipline across all categories of riders and drivers. Challans for triple riding alone totalled nearly ₹2.29 crore, while 437 bikers using illegal, non-standard silencers were penalised ₹43.7 lakh. Auto and taxi drivers also faced enforcement, with 3,881 fines totalling ₹29.21 lakh issued for not wearing required uniforms. While fines are soaring, authorities maintain that safety remains the main objective, citing upcoming awareness campaigns and training sessions to educate riders and reduce repeat offences.

Residents, however, question the effectiveness of such enforcement. Many believe that paying fines has become routine, with little deterrent effect. Some suggest harsher penalties like vehicle seizures. Internal roads are cited as hotspots for unchecked violations, where monitoring is low. Commuters argue that unless consistent checks and stricter action are implemented, the core issue of road safety culture may remain unresolved. Auto drivers also voice frustration, pointing out how daily earnings barely cover the cost of a single challan. Several suggest that subsidised uniforms or more affordable compliance options would increase adherence. Authorities are being urged to support low-income drivers with resources while ensuring that safety measures are not financially punishing. Community-led initiatives and government-backed incentives could be key to building sustained road discipline.

Gurugram’s soaring traffic fines reflect rising non-compliance on roads, but without meaningful behavioural change, enforcement alone may not suffice. Residents and transport workers call for smarter, more supportive solutions alongside fines. As city authorities push for a safety-first mindset, their success will depend on balancing education, infrastructure support, and strict monitoring to create real deterrents and safer road habits across the city.
