Gurugram Administration Rejects Green View Demolition Plan

The Gurugram district administration has denied the National Buildings Construction Corporation’s (NBCC) request to demolish its Green View Society project located in Sector 37D. This decision follows substantial controversy and legal disputes regarding the safety and compensation related to the project.

The Green View Society has been under scrutiny due to structural concerns highlighted by audits from the Indian Institute of Technology, Roorkee, and the Central Building Research Institute (CBRI), which deemed the seven towers unsafe. On June 25, NBCC sought permission to demolish these towers; however, the request was met with resistance from the flat owners, primarily from the Economically Weaker Section (EWS). These residents have contested the lack of resolution on their compensation claims and have escalated the matter to the Delhi High Court. The decision by the Gurugram administration is influenced by ongoing protests from EWS allottees and the pending court case. During a recent Samadhan camp organised by the administration, EWS flat owners voiced their concerns about the unresolved compensation claims and the ongoing legal proceedings.

The District Town Planning Enforcement (DTPE) has instructed NBCC to adhere to the final court order and has requested the deputy commissioner to provide guidance for registering the flats of EWS residents and facilitating their compensation claims. NBCC’s letter dated June 25 highlighted the severe safety risks posed to residents due to structural issues. The district magistrate and District Disaster Management Authority had previously emphasised these threats in their February 17, 2022, order. In response to earlier directives from the National Consumer Disputes Redressal Commission, the developer had initiated compensation procedures, offering rent and financial compensation to affected flat owners.

Despite this, the proposed terms have not been accepted by the allottees. The Deputy Commissioner stated, “Residents have requested that the demolition not proceed while the matter is under judicial review. Consequently, we have advised NBCC to resolve this issue through the court.” As it stands, NBCC must seek the High Court’s approval and comply with any judicial directives before moving forward with the demolition of the Green View project.
