Delhi-NCR, the Commission for Air Quality Management (CAQM) has reintroduced Stage IV of the Graded Response Action Plan (GRAP). This urgent measure follows a sharp increase in pollution levels, with the Air Quality Index (AQI) breaching the critical 400 mark late on Monday night. The city’s AQI, which hit 399 at 9 PM, climbed to 401 by 10 PM, triggering the enforcement of stringent Stage IV restrictions.

The deterioration of air quality has been attributed to a combination of unfavorable meteorological conditions, including still wind patterns and a drop in the mixing layer height. These factors have trapped pollutants in the region, leading to hazardous air conditions. As per the revised action plan introduced on December 13, 2024, the implementation of Stage IV is mandatory once the AQI exceeds 400, following directives from the Supreme Court. The CAQM convened an urgent meeting to address the escalating crisis. As per the directive issued on December 16, 2024, the new restrictions include measures that go beyond the actions already in place under Stages I, II, and III, which were enforced when the AQI crossed 350. These additional actions are designed to mitigate further pollution and curb the harmful effects on public health.

Stage IV measures include restrictions on non-essential construction activities, industrial operations, and certain vehicles entering the region. These steps aim to reduce emissions and prevent further deterioration of air quality. With the air quality remaining in the ‘very poor’ to ‘severe’ categories, experts warn that the situation will likely persist in the coming days, given the ongoing unfavorable weather conditions. The severe pollution poses significant health risks, particularly for vulnerable groups such as children, the elderly, and those with respiratory conditions. Authorities have urged residents to take necessary precautions, including avoiding outdoor activities and wearing masks to minimize exposure to harmful pollutants. As Delhi continues to battle this air quality crisis, the CAQM’s measures will be crucial in managing and improving the region’s air quality, but experts stress that sustained action and improved weather conditions are essential for long-term solutions.
