Government Reviews Ship Lifespan Norms After Kerala Incident

The Union government is contemplating the introduction of a maximum operational lifespan for vessels operating in Indian waters.

This move aims to enhance maritime safety and environmental protection. The Director General of Shipping has acknowledged concerns regarding older vessels operating in Indian waters. While age alone is not a determining factor for a ship’s seaworthiness, the government is considering measures to ensure that vessels comply with international maritime norms. An in-depth study is underway to evaluate the implications of setting age limits for ships and to recommend appropriate policy measures. Experts highlight that older cargo vessels may face operational challenges due to outdated technology, wear and tear, and corrosion. Regular maintenance, including dry docking every five years, is essential to ensure a vessel’s seaworthiness. However, improper maintenance can pose significant risks.

In response to the MSC Elsa 3 incident, the Directorate General of Shipping has directed the vessel operator, Mediterranean Shipping Company (MSC), to establish a damage and liability claims desk. This initiative aims to provide compensation for the damages caused by the ship’s capsizing. The Kerala Disaster Management Authority and Pollution Control Board are collecting samples to assess environmental pollution, and a nodal officer has been appointed to coordinate the claims process. The shipwreck has had significant environmental and economic impacts. The vessel was carrying hazardous materials, and containers have washed ashore, spreading plastic nurdles along the coastline. Cleanup operations are ongoing, and authorities are coordinating with MSC on environmental and economic damages. A claims desk has been set up in Kochi to assist affected parties.

The Kerala state government has declared the shipwreck a state-specific disaster, acknowledging the severe impact on coastal communities. Immediate relief measures have been announced for affected fisherfolk, including financial aid and provisions. Authorities are also implementing a fishing ban within a 20-nautical-mile radius to prevent further contamination. This incident underscores the need for stringent regulations and proactive measures to ensure the safety and environmental sustainability of maritime operations. The government’s consideration of setting a maximum operational lifespan for vessels is a step towards achieving these objectives.
