The Maharashtra Tourism Development Corporation (MTDC) has reignited its vision to transform Gorai, a serene coastal enclave in Mumbai, into a prominent tourism hub.
Central to this initiative is the development of a sprawling amusement-cum-water park spanning 100 acres, designed to bolster the region’s appeal while preserving its natural charm. This ambitious project falls under the jurisdiction of the Mumbai Metropolitan Region Development Authority (MMRDA), designated as the Special Planning Authority (SPA) for the Manori–Gorai–Uttan area since May 2013. The region, encompassing over 43 square kilometres and comprising eight villages, has been earmarked as a Recreation and Tourism Development Zone.
According to officials, the proposed amusement park will occupy approximately 30–40 acres of the designated land. The remaining 60–70 acres are slated for eco-tourism and recreational infrastructure, including gardens, walking paths, and community-friendly facilities. This balanced approach aims to enhance visitor experiences while maintaining the ecological integrity of the area. To advance the project, MTDC has issued two tenders, one of which seeks to appoint a consultant responsible for the development and execution of the amusement park. The consultant’s mandate includes preparing a comprehensive master plan, conducting land surveys, and ensuring compliance with environmental regulations. The project also explores public-private partnerships (PPPs) to attract investment from both government and private entities.
The designated site is located approximately 2.5 kilometres from Rambhau Mhalgi Prabodhini and lies adjacent to the Dariya Kinara Resort near the Gorai seashore. This strategic location leverages existing tourism infrastructure while offering ample space for new developments. While the initiative promises economic growth and enhanced tourism prospects, it has elicited concerns from local residents. Communities in the Manori–Gorai–Uttan area have historically expressed apprehensions about large-scale developments, fearing the erosion of the region’s village-like charm and ecological balance. Officials have acknowledged these concerns, emphasizing that sustainable features will be integrated into the project to ensure responsible development.
Gorai currently hosts the Water Kingdom water park, one of Asia’s largest theme water parks. However, EsselWorld, once a popular attraction in the area, ceased operations in May 2023 and remains closed. The new project aims to rejuvenate the region’s tourism landscape, potentially filling the void left by EsselWorld’s closure. If all proceeds as planned, the entire project is expected to be completed within five years. As the MTDC moves forward with its vision, the emphasis remains on creating a sustainable, eco-friendly, and community-inclusive tourist destination that aligns with the broader goals of equitable urban development.
