Goa Urges Centre for Revisions in Eco-Sensitive Zone Roster

PANAJI: Goa’s quest to redefine its Eco-Sensitive Zones (ESZ) has gained momentum with Chief Minister Pramod Sawant confirming that the state government will submit revised lists of villages to be excluded or included in the ESZ roster. This move comes following discussions with Union Environment Minister Bhupendra Yadav, aimed at resolving discrepancies in the current draft notification.

The Union government, upon reviewing Goa’s proposal, is set to reissue the draft notification, acknowledging the need for adjustments in the list of 99 villages initially identified as ESZs. Chief Minister Sawant underscored the economic implications, stressing that certain villages should be exempt due to their significant mineral resources, essential for local construction projects. In a strategic move, the state government has advocated for reducing the number of ESZ-designated villages from 99 to 63, citing concerns over potential economic losses and unemployment among local residents. Goa’s Environmental Department emphasized that several villages earmarked for exclusion house both major and minor minerals, crucial for sustaining the circular economy of the state.

“While the notification addresses the continuation of existing activities, it lacks provisions for the future expansion necessary to support livelihoods,” remarked an official from the environment department. The inclusion of these villages as ESZs, officials argue, could severely impact Goa’s economic ecosystem, particularly in terms of employment and developmental activities. The state’s appeal to the Union Ministry highlights the nuanced balance between environmental conservation and economic viability. With minerals like laterite and basalt serving as vital raw materials for construction, the Goa government’s stance underscores the need for adaptive policies that align with sustainable development goals.
