GNIDA to Set Up Second C&D Waste Processing Plant in Astauli to Handle 500 Tonnes of Waste Daily

The Greater Noida Industrial Development Authority (GNIDA) has announced plans to establish a second construction and demolition (C&D) waste processing plant. This new facility, with a processing capacity of 300 to 500 tonnes of waste daily, is expected to play a pivotal role in addressing both fresh and accumulated legacy waste in the region. The ₹18.4 crore project aims to keep pace with the increasing volume of C&D waste, which has become a significant concern as Greater Noida undergoes rapid urbanisation.

The decision to build a new plant comes at a time when the city is witnessing large-scale infrastructure projects like the Noida International Airport in Jewar, which is expected to generate even more construction waste. With this in mind, GNIDA is taking proactive steps to manage the expected surge in waste, ensuring that the growing demands of urbanisation are met sustainably.

Currently, GNIDA operates a C&D waste processing facility located in Ecotech 3, which has a capacity of 100 tonnes per day (TPD), expandable to 300 TPD. However, the facility is facing significant pressure due to the backlog of approximately 70,000 tonnes of legacy waste. On a typical day, the facility processes around 150 TPD of fresh C&D waste. The increasing urban development in Greater Noida is expected to exacerbate this issue, making the establishment of a second processing plant even more essential. The new plant will be located in Astauli or another approved site, and it will operate under a public-private partnership (PPP) model. The PPP structure is aimed at bringing in expertise and efficiency from the private sector while ensuring that the facility operates in the public interest. The plant will not only process daily waste but will also focus on addressing the backlog of legacy waste and curbing illegal dumping, which has become an increasing issue in the area.

A critical component of the new project will be the responsibility placed on the concessionaire, who will be tasked with clearing the legacy waste backlog and preventing illegal dumping. The concessionaire will be required to clear all accumulated waste within one year of beginning operations. The plan also includes stringent penalties for illegal dumping, which will be enforced by GNIDA officials and the concessionaire. Individuals caught illegally disposing of C&D waste will face fines of ₹1,000, while non-residential violators will be fined ₹2,000. Builders and developers found breaching disposal norms will face even higher penalties of ₹25,000.

Residents and local businesses in Greater Noida have long struggled with the issues arising from inefficient waste management. The backlog of legacy waste and the growing quantity of daily construction and demolition debris have been a source of frustration for many. As the city continues to grow and develop, there is a growing demand for more efficient waste management solutions to ensure a clean and sustainable environment. With the second C&D waste processing facility set to open, officials are hopeful that it will alleviate the ongoing waste management challenges. GNIDA officials have stressed that the construction of this plant is a critical step towards ensuring that Greater Noida remains a clean, green, and well-maintained urban area as it continues to grow at an unprecedented pace.
