GHMC Requests Rs 7,594 Crore for City’Development in Telangana

The Greater Hyderabad Municipal Corporation (GHMC) has sought a substantial Rs 7,594 crore allocation from the Telangana state government for the upcoming 2025-26 budget. The funds are crucial for tackling various urban development and maintenance projects, as well as addressing mounting debts.

A significant portion of this request, Rs 4,000 crore, is earmarked for the Hyderabad City Innovative and Transformative Infrastructure (H-CITI) programme. The initiative, which encompasses 38 ongoing projects, is projected to require an investment of Rs 7,000 crore approximately 60% of the funds requested in the budget proposal. These projects are central to modernising the city’s infrastructure, addressing both current demands and future growth.

The GHMC has also requested Rs 1,000 crore for capital works, which include the Strategic Road Development Programme (SRDP), Comprehensive Road Maintenance Plan (CRMP), and Strategic Nala Development Programme (SNDP). These road and drainage development projects are crucial to alleviate congestion and improve urban mobility.
In addition to these initiatives, the civic body is facing mounting operational costs. It has requested Rs 1,291 crore for employee salaries and pensions, with a recurring annual requirement of Rs 1,500 crore for such expenses.

The GHMC is also grappling with a growing financial burden, having accumulated liabilities exceeding Rs 5,000 crore, which include municipal bonds, loans, and institutional borrowings. These debts were primarily used for critical infrastructure projects like flyovers and road maintenance. The request for financial assistance also extends to repayment of loans and outstanding taxes. The GHMC is seeking Rs 1,200 crore for loan repayments and financial provisions for the recovery of pending property taxes from government establishments.

Furthermore, the civic body is advocating for a budget allocation nearly double the amount received last year to ensure a balanced fiscal outlook and the timely execution of its development plans. With these proposals, GHMC aims to address its financial constraints and accelerate urban development projects that will modernise Hyderabad’s infrastructure, improve its livability, and prepare the city for future challenges.
