Eloor municipality has unveiled its 2026-27 budget with a strong focus on welfare, housing, and sustainable agriculture, signalling a people-centric approach to local governance. The Budget outlines a projected revenue of ₹94.4 crore against expenditures of ₹90.7 crore, leaving a modest surplus of ₹3.69 crore, which municipal planners aim to channel into community development initiatives.
Central to the budget is the proposal to construct an apartment complex for the homeless on municipally owned land. Preliminary work has been allocated ₹50 lakh, with completion targeted by 2028. Funding is expected from corporate social responsibility contributions and municipal loans, reflecting a hybrid financing approach increasingly common in urban infrastructure projects. Analysts note that such interventions can enhance housing security while stimulating local construction and allied sectors.The municipal authorities have also emphasised agricultural support, aiming to expand paddy cultivation to around 100 acres through farmer cooperatives. A modest allocation of ₹1 lakh is earmarked for ensuring market access, while a total of ₹31 lakh supports broader agricultural initiatives. Urban economists highlight that linking cultivation expansion with market support strengthens rural-urban economic integration and food security in peri-urban municipalities like Eloor.
Poverty alleviation remains a priority, with ₹1.5 crore earmarked for targeted schemes. Additional social welfare measures include financial assistance for women and girls from Scheduled Caste communities, women empowerment programmes, and support for differently-abled residents through scholarships, aids, and arts festivals. Budget provisions for elderly welfare, health sector projects, and public parks further reinforce an inclusive urban development agenda.Infrastructure and municipal service upgrades also feature prominently. The construction of a new civic body building has been allocated ₹14.95 crore, while waste management programmes receive ₹86 lakh, highlighting the municipality’s focus on operational efficiency and environmental sustainability. Animal birth control initiatives with a ₹1 lakh allocation address urban public health and safety concerns.Urban planners suggest that Eloor’s budget reflects a growing trend among smaller municipalities to integrate social welfare, housing, and sustainable agriculture into fiscal planning.
