The Dharavi Redevelopment Project, led by Navbharat Mega Developers Private Limited (NMDPL)—a joint venture between the Adani Group and the Maharashtra government’s Slum Rehabilitation Authority—has formally requested several critical exemptions from state departments to advance its ambitious urban renewal plan.
These exemptions, currently under review, are pivotal for unlocking land parcels, reducing upfront costs, and facilitating the construction of housing and infrastructure components essential to the project’s success. Among the key exemptions sought are waivers on premiums for deficiencies in staircase and open space provisions, reimbursement of State Goods and Services Tax (SGST) for construction activities, and regulatory relaxations to expedite land transfers and legal formalities. These measures aim to streamline the redevelopment process and address financial and logistical challenges inherent in transforming one of Asia’s largest slum areas into a sustainable urban enclave.
The project’s master plan, approved by the Maharashtra government on May 28, envisions the construction of 58,532 residential units and 13,468 commercial and industrial units within the existing Dharavi area to rehabilitate eligible residents. Additionally, approximately 541 acres of land across Mumbai have been allocated for constructing rental housing for ineligible residents, with another 118.4 acres within Dharavi earmarked for commercial development. However, the project faces challenges, including delays in land possession and demarcation, as well as concerns from residents and local stakeholders. Some residents have expressed apprehension about the adequacy of the proposed housing units and the transparency of the eligibility surveys. Community leaders have called for comprehensive surveys and public consultations to ensure that the redevelopment plan addresses the needs and rights of all affected individuals.
Despite these hurdles, the Dharavi Redevelopment Project represents a significant step toward creating a zero net carbon, eco-friendly, sustainable, gender-neutral, and equitable urban space. By integrating modern infrastructure with the preservation of Dharavi’s unique cultural and economic identity, the project aims to set a precedent for inclusive and responsible urban development in India
