DGCA Introduces Ground Handling Safety Standards for Indian Airports

The Directorate General of Civil Aviation (DGCA) has unveiled comprehensive safety standards for ground handling service providers (GHSPs) operating at Indian airports, marking a significant regulatory milestone in aviation safety.

These rules, issued under the Civil Aviation Requirement (CAR), are designed to ensure safe and efficient ground operations amidst the rapid growth in aircraft movements and the increasing complexity of airport operations. A senior DGCA official highlighted the necessity of these regulations, citing the exponential rise in aircraft movements and the proliferation of third-party ground handling services across Indian airports. The new rules mandate stringent safety measures, including the installation of speed guns at the airside of airports and the requirement for speed governors in specified vehicles.

These initiatives aim to mitigate accidents that frequently occur involving vehicles operating in the airside areas of airports. “The implementation of these rules by ground handling agencies is crucial for maintaining the safety, efficiency, and reliability of flight operations,” stated the official, underlining the critical role played by GHSPs in the aviation ecosystem. The CAR, published on July 8, 2024, follows extensive consultations with industry stakeholders and aims to standardize safety requirements across all GHSPs while enhancing regulatory oversight.

In addition to safety equipment requirements, the CAR outlines specific training and competency standards for ground handling personnel. GHSPs are mandated to comply with these provisions within six months, fostering a robust safety culture aimed at preventing and mitigating ground incidents at airports. “The introduction of these safety mechanisms is expected to significantly enhance the quality of services provided by GHSPs, particularly in safety-sensitive functions,” the official added, emphasizing the proactive approach taken by DGCA to elevate safety standards in airport ground operations.
