Delhi to Use Treated Water for All Construction

The Delhi government is preparing a policy mandating the use of treated water for all construction work to combat growing groundwater depletion. The proposal, discussed with top Delhi Jal Board officials, is aimed at reducing unsustainable water extraction and improving construction quality. The plan includes adopting models from cities like Pune and Gurugram, where similar regulations are already in place.

The Delhi Jal Board (DJB) is currently studying the feasibility of implementing a mandatory policy requiring treated water—primarily from sewage treatment plants (STPs)—for construction projects. Initially, the plan will apply to DJB’s own projects, with scope to expand citywide. Officials noted that the policy aims to conserve the city’s rapidly depleting groundwater resources while ensuring construction quality isn’t compromised.

Experts involved in the discussion cited technical concerns, highlighting that using untreated or low-quality water in construction can lead to serious structural issues, including corrosion of iron rods and cracks in concrete. These faults can reduce the life span of buildings. Hence, the new policy will include clear water quality guidelines to prevent poor workmanship resulting from substandard water.

According to the Central Ground Water Board’s 2024 report, Delhi’s groundwater crisis is escalating. Out of 34 assessment units in the capital, 14 are categorised as ‘over-exploited,’ and another 13 as ‘critical.’ Only five zones remain in the ‘safe’ category. The trend underscores the urgency of switching to alternative, sustainable water sources like treated water from STPs.

Other cities such as Gurugram and Pune already enforce the use of STP-treated water in construction. In contrast, many Delhi-based construction firms currently rely on groundwater extraction, using on-site reverse osmosis (RO) units to treat the water. DJB plans to closely examine these existing models and adopt best practices suited to Delhi’s urban and environmental needs.

As Delhi continues to battle rising groundwater stress, this policy shift could become a cornerstone of sustainable urban development. If successfully implemented, it will not only reduce extraction but also ensure better construction standards across the city. With climate pressure and water scarcity looming large, Delhi’s move to mandate treated water for construction may inspire similar policies in other Indian metros striving for long-term environmental resilience.
