Delhi to revamp 93 flyovers into eco friendly public space

Delhi is preparing to reimagine some of its most neglected urban pockets, with plans to convert the spaces beneath 93 flyovers into sustainable public zones. The initiative, led by the city’s Public Works Department (PWD), aims to create inclusive and environmentally conscious commons that enhance liveability while supporting the broader vision of equitable and green urban growth.

Most of these areas are currently encroached upon, poorly maintained or used informally by the homeless, making them unsafe and visually unappealing. The new project seeks to transform them into accessible, people-friendly spaces with a focus on sustainability, culture and social inclusivity. The plan also underlines the need to align urban infrastructure with India’s push towards carbon neutrality and climate resilience.According to official documents, the PWD has floated tenders to appoint a consultant responsible for designing and developing guidelines for these projects. The consultant will be tasked with site evaluation, preparation of architectural concepts, environmental impact assessments and the creation of design briefs in consultation with the department. In addition, the framework includes the drafting of architectural and signage guidelines, mechanical and electrical planning, as well as cost estimates for implementation.

The flyovers shortlisted span across the north, east, and south zones of Delhi, covering key locations such as major arterial roads, institutional hubs and residential neighbourhoods. Experts highlight that if executed well, these projects could serve as models for reusing under-utilised urban land to create vibrant public commons. Similar transformations have been seen in global cities where under-flyover zones have become art districts, cycling tracks, food hubs and recreational parks.The consultancy period is set for nine months, during which surveys, soil investigations and stakeholder consultations will be carried out. The emphasis is on producing sustainable and context-sensitive solutions that reflect the character of each locality while ensuring inclusivity across gender, age and socio-economic groups.

Urban planners stress that beyond beautification, the success of such a project lies in its ability to offer long-term social and economic value. Well-designed public spaces can boost neighbourhood safety, encourage cultural activities, reduce urban heat and enhance environmental quality. They can also act as micro-hubs for community engagement, supporting the city’s goal of building equitable and climate-resilient infrastructure.If implemented effectively, Delhi’s flyover initiative could redefine how citizens interact with public spaces, turning once-ignored stretches into active, inclusive and sustainable urban commons. The project reflects an emerging consensus that infrastructure should not only serve transit but also enrich the quality of urban life.
