Delhi NCR Allowed Limited Use Of Green Firecrackers During Diwali

Supreme Court has allowed the sale and limited use of green firecrackers in the Delhi-NCR region, signalling a cautious step towards balancing festive celebrations with environmental concerns. The court permitted the sale of eco-friendly crackers approved by the National Environmental Engineering Research Institute (NEERI) from October 18 to October 20, while usage has been restricted to two specific days – October 19 and 20 – between 6 am to 7 am and 8 pm to 10 pm.

The bench emphasised that this relaxation is a “temporary measure” and considered a “test case” in line with the precedent set in the Arjun Gopal vs Union of India case of 2018, when green crackers were first allowed under similar conditions. Officials highlighted that the move reflects the judiciary’s attempt to reduce the adverse environmental impact of conventional firecrackers, which significantly contribute to air pollution and particulate matter spikes in the city. Environmental experts have welcomed the decision as a pragmatic compromise. While acknowledging the cultural importance of Diwali, they stress that widespread use of conventional crackers has consistently worsened Delhi-NCR’s already fragile air quality during the festive season. Green crackers, designed to emit lower levels of harmful pollutants, are seen as a step towards promoting sustainable celebration practices in the capital region.

Civic authorities and pollution control experts have clarified that strict adherence to the timing restrictions and certified product usage is critical. Officials have warned that any deviation could attract penalties, reinforcing the importance of responsible consumer behaviour. Local municipal bodies are expected to coordinate closely with law enforcement and environmental agencies to ensure compliance, with random checks planned at retail points and public spaces. From a broader perspective, the decision also serves as a pilot for assessing the effectiveness of green firecrackers in reducing pollution spikes. Analysts suggest that data collected during this period will inform future judicial and policy decisions regarding festive air quality management, potentially shaping permanent regulations for the sale and use of eco-friendly fireworks in urban centres.

As citizens prepare for celebrations, environmentalists urge additional measures such as limiting crowd density during firework displays, promoting virtual or community-based celebrations, and raising public awareness on the environmental and health impacts of traditional crackers. Officials underline that individual responsibility, coupled with regulatory oversight, is essential to mitigate air quality deterioration while preserving festive spirit. The Supreme Court’s decision reflects a nuanced approach to environmental protection and cultural sensitivity, encouraging sustainable practices while maintaining the vibrancy of traditional celebrations.
