Delhi has initiated a major institutional reform aimed at reshaping the capital’s fragmented urban mobility system, with the government setting up a high-level task force to prepare legislation for a unified transport authority. The proposed Delhi DUMTA Bill is expected to streamline planning and governance across the city’s numerous transport agencies, a move seen as crucial for improving mobility efficiency, reducing congestion, and strengthening sustainable transport networks. Officials say the initiative seeks to address a longstanding challenge in Delhi’s urban transport ecosystem: the presence of multiple agencies responsible for different modes of travel. Metro rail operations, city buses, suburban rail services, traffic management, and road infrastructure are currently overseen by separate institutions, often resulting in overlapping responsibilities and limited coordination.

The Delhi DUMTA Bill aims to establish a single metropolitan authority responsible for integrating planning, operations, and policy decisions across these systems. A senior administrative official involved in the process indicated that the proposed authority will bring together representatives from key departments and public agencies involved in mobility management to ensure unified decision-making. Urban transport planners note that such integrated governance models are widely adopted in large global cities where complex transport networks require coordinated planning. Without a unified institutional framework, transport systems can develop in isolation, making it difficult to align routes, fares, and infrastructure investments. Under the proposed structure, the authority will oversee strategic mobility planning, monitor the city’s long-term transport roadmap, and coordinate projects across agencies operating within the National Capital Region. It is also expected to promote seamless travel by encouraging integrated ticketing systems and improved feeder connectivity between buses, metro networks, and regional rail services. A dedicated financial mechanism, tentatively referred to as the Delhi Urban Transport Fund, is also under consideration to support long-term investments in mobility infrastructure.

Experts say such funding structures are essential for sustaining large-scale transport improvements, particularly as cities expand and commuter volumes rise. Urban mobility researchers highlight that the proposed legislation aligns with broader national policy frameworks that encourage metropolitan regions to adopt unified transport authorities. These frameworks emphasise coordinated planning, prioritisation of public transport, and the integration of land-use development with mobility strategies. The Delhi DUMTA Bill is also expected to contribute to climate and environmental objectives by strengthening the role of public transport in daily commuting. Transportation emissions remain one of the major contributors to air pollution in the capital, and expanding reliable mass transit options is considered a critical strategy for reducing dependence on private vehicles. For Delhi’s rapidly growing metropolitan region, the effectiveness of integrated transport governance will likely shape both urban growth patterns and economic productivity. Improved connectivity can influence residential development, commercial investment, and commuting patterns across the wider NCR.

The task force responsible for drafting the Delhi DUMTA Bill is expected to submit its recommendations within a short timeframe, after which the legislative process will begin. If enacted, the new authority could mark a structural shift in how one of India’s largest urban transport systems is planned and managed in the decades ahead.
