Delhi has announced an aggressive, multi-agency campaign to curb rising pollution levels, signalling a more interventionist approach to urban environmental management as air quality dips into the “very poor” category. The city leadership has directed all departments to operate on “war footing”, with a new high-level committee, expanded enforcement powers, and strict timelines for road and dust mitigation. The initiative is positioned as a crucial step in safeguarding public health while supporting Delhi’s transition towards cleaner, more resilient urban systems.
At an inter-departmental review meeting, the administration emphasised that pollution control must shift from routine compliance to mission-mode action. According to officials present, an expert committee comprising senior bureaucrats, scientists from national institutes and environmental specialists will now oversee compliance across agencies. The panel will have authority to push for corrective measures, issue directions, and strengthen monitoring an effort aimed at addressing longstanding coordination gaps between civic bodies, utilities and infrastructure agencies.
A major part of the accelerated plan focuses on road quality and dust suppression, two of the largest contributors to Delhi’s winter pollution load. Departments have been ordered to identify and repair potholes within 72 hours, with the public works authority tasked with documenting works through before-and-after photographs on a dedicated digital platform. Officials said that cleaner, well-maintained roads are essential not only for reducing dust emissions but also for ensuring safer, more equitable mobility, particularly for pedestrians, cyclists and residents of underserved neighbourhoods.
The city’s municipal and land management agencies have been directed to step up cleanliness efforts, remove waste from vacant parcels, and restore dug-up stretches without delay. The metro corporation has been asked to address damaged road sections beneath elevated corridors and upgrade dust-control practices at its construction sites. Penalties, challans and even FIRs may be issued against agencies that fail to comply, including those conducting unauthorised road-cutting or leaving stretches unrepaired.
Digital monitoring is expected to play a central role in the enforcement strategy. The environment department is strengthening its mobile platform for tracking dust hotspots, potholes, brown areas and construction-related violations. These inputs will feed into the city’s “green war room”, allowing authorities to dispatch field teams more quickly. Officials noted that such data-driven systems are increasingly crucial in large, dense cities where dispersed pollution sources require constant surveillance.The city has also expanded its focus to vehicle emissions and last-mile mobility. Regulations against sub-standard vehicles will be tightened, and electric autos are expected to receive priority to improve metro connectivity. Mist-spraying, which has shown moderate success in pilot zones, will now be expanded.
Municipal authorities, responsible for more than 8,000 kilometres of roads, have been instructed to deploy mechanical sweepers and vacuum-based cleaning systems within the next 45 days.
