Coal India Ltd. (CIL) and Singareni Collieries Company Limited (SCCL) have forged significant Memoranda of Understanding (MoUs) with Heartfulness, a global movement led by Revered Daaji, its Guide and President of Shri Ram Chandra Mission. Announced by the Union Ministry of Coal and Mines, this landmark collaboration, formalised at Heartfulness’s headquarters, Kanha Shanti Vanam, on the outskirts of Hyderabad, marks a pivotal step towards ecological restoration and the creation of sustainable livelihoods at India’s vast network of closed mine sites. This strategic alliance champions a holistic approach to environmental remediation, aligning closely with the national vision for zero net carbon, eco-friendly, and equitable urban development.
The signing ceremony, graced by Union Minister of Coal and Mines G. Kishan Reddy and Minister of State Satish Chandra Dubey, underscored the government’s unwavering commitment to environmental stewardship. At the core of these MoUs lies the ‘RECLAIM’ initiative, an acronym for ‘Reach-out, Envision, Co-design, Localise, Act, Integrate, Maintain’. This comprehensive Community Engagement and Development Framework for Mine Closure and Repurposing is designed to transform depleted landscapes into vibrant, self-sustaining ecosystems. It draws extensively from global best practices, including guidance from the International Council on Mining and Metals (ICMM) and the Sustainable Development Goals (SDGs), ensuring a scientifically grounded and socially inclusive approach to post-mining land use.
Heartfulness Institute is poised to contribute its expertise and resources, leveraging its proven track record in creating green ecosystems, as exemplified by its meticulously developed Kanha Shanti Vanam headquarters. The scope of its involvement extends to providing technology for establishing viable green cover, controlling and sequestering hazardous gases, replenishing depleted soil layers, and ultimately fostering resilient ecosystems at mine closure sites. This partnership offers a tangible pathway to mitigate the long-term environmental degradation often associated with mining, demonstrating a proactive stance towards ecological regeneration critical for creating healthier, more habitable environments for local communities.
Beyond the immediate environmental benefits, a profound human dimension underpins the RECLAIM framework. Mine closures, while essential for environmental recovery, often lead to significant socio-economic disruption, impacting communities whose livelihoods have historically depended on mining operations. This initiative directly addresses this challenge by integrating strategies to generate sustainable livelihoods for those affected. Union Minister G. Kishan Reddy emphasised this commitment, stating, “We are committed to restoring the closed mine sites as it is time for us to give back to nature. The Government mandates mine closures in the most scientific and sustainable way and replenish the mining sites with economic and environmental value across the country.” This dual focus on ecological rejuvenation and socio-economic empowerment is vital for ensuring a just transition for mining-dependent regions, transforming areas once defined by extraction into spaces of renewal and opportunity.
Revered Daaji echoed this sentiment, highlighting Heartfulness’s readiness to “give life to the closed mining sites.” He articulated the responsibility to “give back in the best of our ability not only in terms of creating a viable ecosystem but also help create sustainable livelihoods in such regions across the country.” This philanthropic and ecological drive, underpinned by a philosophy of harmony with nature, complements the corporate and governmental objectives, forming a robust partnership for large-scale impact. The framework is fortified by a suite of actionable tools, templates, and field-tested methodologies meticulously tailored for the Indian context. Crucially, it places special emphasis on gender inclusivity, ensuring the active participation and representation of vulnerable groups, and aligning with Panchayati Raj Institutions.
